The Association of European Border Regions (AEBR), in cooperation with the European Commission, has published a "Guide to cross-border cooperation" aimed at those considering or planning cross-border activities. The guide stems from the LACE (Linkage Assistance and Cooperation for the European border regions) pilot project undertaken by the AEBR with Commission support. This project, launched in 1990, aims to provide information and advice to European border regions. The core activities include the identification and dissemination of good practice, and assisting networking between all border regions in Europe. The LACE project has made a major contribution to the promotion of cross-border cooperation, and has facilitated the implementation of the INTERREG Community Initiative. The guide aims to develop the AEBR's activities and make its advice more accessible to all border regions. The guide is aimed both at those with experience of cross-border cooperation and at newcomers to the field. The first part provides extensive background information on cross-border cooperation and will be of particular importance to newcomers. The second part details the different structures available for cross-border cooperation activities, while the third gives examples from possible fields of cooperative activities. The final part contains a number of reference texts and contact points.
