RTD-related matters on the Agenda of the European Parliament for the Session of 11-15 May 1992: - The proposal for a Council Regulation to establish a European Drugs Monitoring Centre and a European information network on drugs and drug addiction, REITOX, (COM(91) 463 of 3.12.1991); - The proposal for a Council Decision on the accession of the EC to the 1988 Sofia protocol on combating emissions of nitrogen oxides (NOx) into the atmosphere (COM(91) 268 of 17.7.1991); - The proposal for a Council Directive regarding an EC-wide system for the monitoring of ozone concentrations in the atmosphere (COM(91) 220 of 24.6.1991); - The proposal for a Council Decision on the establishment of a high-speed train network in Europe (SEC (90) 2402). Other business includes: - A motion for a Parliamentary Resolution which calls on the Commission and the Member States to take priority action to implement the Bern Convention on nature conservation; - A call from the spokesman for the Environment Committee to ensure that Community aid programmes do not have an adverse effect on the environment, requesting that the forthcoming environmental Summit in Brazil should look closely at the questions of linking sustainable development to trade, especially of raw materials, and propose a strategy for dealing with urbanisation and the waste question; - A report from the Youth and Education Committee on priorities for the future in the light of the Maastricht treaty, which for the first time gives the Community a specific role in education (European dimension, mobility, cooperation, exchanges, distance education) and is one of the areas to which co-decision making between Council and Parliament applies.
