A Commission proposal for a Council Decision establishing a multiannual programme for the development of Community statistics on research, development and innovation (COM(92) 91 of 21.4.1992) aims to set up a multiannual programme in the above field covering the period 1993-1997. Objectives of the programme comprise: - To set out a Community reference framework for statistics on research, development and innovation defining appropriate concepts and methods for supporting Community policies, and for satisfying the needs of administrations, international organizations, economic operators, professional associations and the general public; - To establish a Community statistical information system for R&D and innovation; - To promote and support harmonization of relevant statistics in the Member States; - To facilitate the dissemination of comparable information. Commission work towards these objectives (set out in an Annex to the proposal) is to include: Analysis/evaluation of user demand to define actions and priorities; improving the methodological framework; identification of existing statistical information; establishment of the organization and technical components of a Community statistical information system in this field; pilot surveys; development of basic statistical tools. Member States are to analyse the needs of the main national users for Community data in this area and transmit such information to the Commission within eight months of adoption of the Decision. They shall also transmit existing statistics plus any information the Commission may require concerning collection methodology.
