The European Commission, DG XIII, has published a call for proposals concerning the setting up of the European electronic forum for terminology under the Multilingual Information Society (MLIS) programme. Terminology must provide today a fast, standardized answer to the pressing needs for specialized terms in the scientific, technical, commercial, medical and legal domains that represent human knowledge. Moreover, this must be done in an international and multilingual context. The very nature of terminology requires, therefore, flexible and decentralized working facilities allowing a real time follow-up of the evolution of terms, the consultation and eventual integration of existing terms, the creation of new ones, and the standardization of terminology proposals. The aim of this call for proposals is to develop and use WWW-based facilities for the decentralized consultation and update of existing terms, and the generation of and realization of consensus about new terms, for every domain and language concerned. These facilities should allow at least three basic functions: - Mutual consultation of specialists and the fast certification of terminology proposals; - The interrogation of multiple databanks to search for existing terms or term equivalencies across different databases, and the updating of these databases; - The rapid collection and dissemination of new terms documented in specialized texts. The overall result should be a running facility showing how specialists and terminology standardization organizations interact to achieve their respective goals in the terminology production chain. Results from different projects should be able to be integrated in a common facility. This call for proposals is primarily addressed to terminology organizations having the mission of creating, searching for, and documenting new terms for one or various domains (e.g. professional or industry-specific terminology bodies, national terminology organizations), organizations in charge of term standardization, and international organizations owning terminology collections. Projects should focus on one or more specific terminology domains and demonstrate the ambition to cover all languages. Consortia should include professional organizations for the domain of concern, and possibly some of the other organizations mentioned above that have interests across domains and languages. Detailed criteria for selection of proposals will be listed in the Information Package which can be obtained from the Commission.
