The European Commission, DG XIII, has published a booklet which describes the results of trials conducted by the trans-European networks for integrated broadband communications (TEN-IBC) projects funded by the Commission. Following a call for proposals published in 1993, the Commission selected a number of projects for funding. These were launched in late 1993 and were completed in 1997. Nine projects were supported into their final phases, where their results were evaluated. The trials made wide use of the JAMES ATM network, set up under the ACTS programme to provide the infrastructure to test new communications applications and services. The booklet details each of these nine projects, outlining the main results of their trials. These projects have developed a better understanding of broadband communications needs and barriers. The issues still hampering the development of advanced services have been analysed, and most technical issues have been resolved or are close to resolution. Remaining issues are mostly non-technical - in particular legal issues and the need for re-engineering to benefit fully from the Information Society. The experiences presented in the booklet will allow actors in the field to develop business plans and to implement them in a cost-effective manner. The booklet shows that some market sectors are already ready for such advanced services provided the legal issues are addressed.
