The European Commission has published the proceedings of an international conference on "Innovation measurement and policies" held in Luxembourg, on 20-21 May 1996. The conference, jointly organized by DG XIII of the European Commission and EUROSTAT, was aimed primarily at bringing researchers, policy makers and practitioners together to discuss innovation. The major topics under discussion during the conference included the initial results of the first Community Innovation Survey (CIS), the policy implications of innovation research, and the types of innovation indicators needed to meet future needs. The conference proceedings provide an overview of the policy-relevant results which can be drawn from the CIS. Although by no means complete, these results show that the CIS has made a substantial contribution to innovation measurement and has provided researchers with new indicators at the firm level for firms across Europe. Given the importance of innovation for economic growth, competitiveness and employment, future innovation surveys will provide an important source of data for policy makers, academics and the business community. Both EUROSTAT and DG XIII are committed to improving the CIS and to implementing additional surveys. The second CIS will be carried out in 1997/1998.
