The Commission of the European Communities invites proposals for the setting up of a database providing Community-wide information within one or several of the following areas: Protection of personal data; intellectual property issues (e.g. protection of databases); right of access to the information held by public authorities, public/private issues (competition issues, public procurement etc.); liability of information providers; laws, regulations or codes of practice concerning the functioning of publicly available electronic information services; codes of conduct established by producers of databases and/or hosts and specialised associations. Coverage of the area from the point of view of civil, commercial, penal, administrative and international law should be ensured. It is essential that the proposed project cover all Member States, offering either original texts or translations or both. The Commission will give preference to proposals concerning the first area (protection of personal data). It is envisaged that, subject to budget availability, more areas will be covered in the future under IMPACT II.
