Discussion centres on the application of patent to new crop seed. - In the context of the PHARE programme, a proposal from the REX Committee calling for Member States to negotiate investment protection agreements as a means of creating confidence in Central and Eastern European economies and encouraging further investment. - A report from the Rules Committee recommending that Parliament should comment formally on Commission Green Papers (Commission consultative documents).
