Commission's Annual Energy Review
The European Commission, DG XVII, has published an invitation to tender for its annual energy review study. The objective of the study is to provide a detailed world energy-related analysis and short-term energy outlook for the EU, as a comprehensive reference manual for energy policy-makers. The report should provide the following information ready for publication by the Commission: - An executive summary of the key messages and world trends; - Comprehensive EU reports, summary balance sheets and indicators by country, plus a consolidated EU report; - Summary balance sheets for the rest of Europe, Commonwealth of Independent States and the rest of the world; - Short-term energy outlook, forecasting two years ahead. The report will use the EUROSTAT conventions and statistical methodology, and, wherever possible, official data sources of EUROSTAT and the International Energy Agency. Economic data from the United Nations, World Bank and International Monetary Fund should also be used. The tenderers should demonstrate, inter alia, economic analysis experience related to energy policy in the EU and at least three years of technical experience of energy computer modelling.
