A workshop addressing the essential foundations for secure electronic commerce will be held in London, United Kingdom, on 19 and 20 November 1998. The aim of the workshop is to examine the opportunities offered by electronic commerce for commercial transactions over the Internet and the main obstacles to its development.

The lack of security of the Internet medium is regarded as one of the main obstacles to its development and public key infrastructure is seen as one way to enhance security. The conference will therefore examine the role of certification authorities, as well as issues relating to digital signature. The following will be addressed in detail:

- What technically constitutes a legally acceptable certification authority operation;
- The economies of operating a certification authority;
- Alternative approaches;
- Experiences to date;
- The existing European legislative programme and its effects on users and certification authorities;
- The user position in such services.
