EASE'99, the third international workshop on empirical assessment and evaluation in software engineering will be held in Keele, United Kingdom, from 12 to 14 April 1999. The aim of the event is to address the question of justifying the use of empirical assessment and evaluation in software engineering.

The workshop will begin with a tutorial session on the "Cognitive dimensions of information artefacts, with applications to software design". The other topics to be addressed during the technical presentations, case studies and posters will include:

- Justifying the use of empirical assessment and evaluation;
- Product and component evaluation;
- Process and tool evaluation;
- Rapid evaluation strategies;
- Experimental design;
- Certification;
- Testing strategies;
- Quality assessment.
