An international conference on international communications will be held in London, United Kingdom, on 2 and 3 February 1999. The aim of the event is to provide telecommunications operators with the opportunity to meet with regulators from the European Commission and international bodies, such as the World Trade Organisation, to discuss issues related to global trade, regulation and carrier competition in the context of telecommunications policy.

The conference will be divided into a series of sessions which will address the following:

- Global telecommunications policy;
- International trade and investment;
- Licensing, interconnect and backhaul;
- Numbering and spectrum allocation;
- Equal accessing and unbundling;
- Dispute resolution and litigation;
- Universal service and duties to the consumer;
- Convergence;
- Electronic commerce and the future of the telecommunications industry.

A "regulation masterclass" will also be open to participants on the day preceding the conference. This one-day seminar is specifically tailored to provide regulators and other interested parties with clear, concise and informative regulatory guidelines. It will aim to provide participants with a thorough examination of regulatory best practice, an insight into the exercise of duties and solutions to numbering, resources and other key regulatory issues.
