A Seminar on Environment and Development "Towards a Sustainable Environment", jointly organized by the Commission of the European Communities and the Presidency of the Council, will be held on 9-10 November 1993 in Brussels.

The Seminar will bring together all interested parties (the non-governmental environmental organizations, industry, civil authorities, universities, and public bodies) to debate ways in which Europe may be oriented towards development which both respects the environment and at the same time brings greater stimulation to competitivity and employment.

The aim to identify synergies between environmental protection, employment and growth, is already the subject of a number of recent studies, in particular the Commission's working document on sustainable growth, and also corresponds to orientations proposed by Commission President Jacques Delors at the Council Summit in Copenhagen of 20-21 June 1993.

A large consensus of opinion, together with the cooperation of all the actors concerned, will be required to define and implement suitable policy in this area. The Seminar will focus discussion on three central themes:

- Sustainable development, an alternative measure of progress;
- The industrial dimension of sustainable development, from eco-industries to eco-technologies;
- The role of the civil authorities.

The Seminar will be proceeded by an ad-hoc meeting of the Ministers of the Environment of the Member States, which will take place on the morning of 9 November 1993.
