Meeting on 21-22 February 1994, the Council of the European Union (General Affairs) considered a number of RTD-related topics including: The ITER agreement; scientific and technical cooperation with Australia; hazardous waste; and the Baltic Sea environmental Convention:

- ITER: The Council examined a report from the Director of the project for an International Thermonuclear Experimental Reactor (ITER) on the future ITER Engineering Design Activities implementation phase. The Council approved the conclusions of the report, which shall guide the Commission in the preparation of a proposal for the EAEC and Member States' signature of an ITER Second Protocol between the Parties involved (Japan, the Russian Federation, the United States of America and the European Atomic Energy Community).

- Scientific and technical cooperation with Australia: It was agreed that the Commission should proceed to the signature of an Agreement between the EU and Australia on this subject. Its aim is to create a more formal framework for cooperation, building on the positive experience acquired following the cooperation arrangement established in 1986.

- Hazardous waste: The Council established a common position on the Commission's proposal to modify Directive 91/689/EEC on hazardous waste. The new Directive will enter into force later than the date provided for in the earlier Directive in order to avoid the difficulty caused by the present unavailability of the complete list of dangerous substances to which this legislation makes reference.

- Protection of the Baltic Sea: A Decision was adopted by the Council on the EU's adherence to the Helsinki Convention for the protection of the marine environment of the Baltic Sea. This Decision will permit the EU to contribute fully to the objectives of the Convention and to be party to information on the restoration of the Baltic Sea with regard to the marine environment and the preservation of the ecological equilibrium. A further Council Decision concludes, on behalf of the EU, a revised 1992 Convention (replacing that of 1974).
