European Drug Prevention Week
European Drug Prevention Week is one of the activities suggested in the Commission's proposal for a first programme of Community action for the prevention of drug addiction in a public health context, which was agreed by the Commission on 21 June 1994 and is currently before the European Parliament and the Council of the European Union for adoption (COM(94) 223 final).
The prevention of drug addiction is one of the European Community's public health priorities. Alongside measures to combat trafficking and international cooperation to curb supply, the prevention of drug addiction within the context of social and health policies is gaining ground as a main priority, both in Europe and internationally. European Drug Prevention Week, which is taking place simultaneously in all twelve Member States of the Union is being coordinated and supported by the European Commission.
The Week will not only help to promote a message of prevention throughout Europe but will also act as a catalyst for cooperation at all levels and as a stimulus for joint initiatives, transnational activities and platforms for the sharing of knowledge and ideas. The Commission, which is coordinating the organization of the event at European level, is providing financial support for the activities scheduled under Member States' programmes. It is already apparent that the national programmes share certain features in common such as an emphasis on "positive" prevention with the promotion of sporting, cultural and artistic activities, an emphasis on local initiatives in a national context and an emphasis on an interdisciplinary approach and media involvement.
The Commission is also supporting a number of initiatives which underline the European dimension of the Week. These include:
- A European radio campaign on prevention of drug abuse, combining national, regional and local radio stations with telephone helpline services;
- A video which examines Member States' televised anti-drugs campaigns over the past 15 years, showing the main approaches adopted;
- A compact disc containing a selection of youngsters' favourite hits, the proceeds from which will go to the European Foundation on Drug Helplines.
