A computer-based training course on off-site emergency response to nuclear accidents will be held in Karlsruhe, Germany, from 22 to 26 April 1996. The course forms part of the European Commission's ERPET (European Radiation Protection Education and Training) initiative.

The course will cover the estimation and evaluation of the off-site radiological situation following a nuclear accident and how this can be managed through the timely and effective introduction of counter measures. Particular attention will be paid to accidents involving the release of radioactive material into the atmosphere, although the principles addressed will be applicable to all types of accident.

The course will focus on the early phase of the accident and the emergency actions of sheltering, evacuating, distribution of stable iodine and food and feedstuff contamination. The on-line decision support system, RODOS, will be used to complement presentations and discussions. Ample time is foreseen for practical sessions.

Topics will include:

- Basis of intervention;
- The on-line decision support system, RODOS, and its role in off-site emergency management;
- Source terms and accident scenarios;
- Atmospheric dispersion and deposition;
- Exposure pathways and doses without counter measures;
- Counter measures and their benefits and disadvantages;
- Monitoring strategies;
- Decision support techniques and uncertainties;
- Training by means of pre-defined accident scenarios.
