The third in the series of international conferences on copyright and neighbouring rights will be held in Vienna, Austria, from 12 to 14 July 1998. The event entitled "Creativity and intellectual property rights: Evolving scenarios and perspectives", will be organized by the European Commission, DG XV in cooperation with the impending Austrian Presidency of the Council.

The issues to be covered during the conference will focus on those identified in the 1996 Commission communication as requiring further consultation and include:

- Applicable law;
- Moral rights;
- Management of rights;
- Digital broadcasting rights;
- Digital private copying.

It is expected that the issues discussed during the conference, will provide input into the relevant negotiations at a European level, such as the resale right proposal and the Commission proposal for a Directive on Copyright and Related Rights in the Information Society. The discussions should also allow further advancement of the work which is being carried out at an international level in fora such as the World Trade Organization (WTO).
