A Forum on "The Future of RTD in Europe", focusing on the Fourth Framework Programme for Community research and technological development (1994-1998) will take place in Paris on 8-9 November 1993.

The perspectives for research and technological development in the European Community are affected by several factors. These are:

- Institutional: The Treaty of Union (the Maastricht Treaty) modifies the balance of power by the introduction of the "co-decision" procedure, and promotes the emergence of European Regions (the European Regional Assembly);

- Conjectural: A European "identity crisis" makes the problems of social cohesion and cooperation with third countries more sensitive, while problems exist concerning defence-related research in the context of the evolving European continent;

- Economic: The current recession, affecting all economies, requires Member States to redeploy their financial means, while at the same time, enterprise is obliged to re-examine its investments in research;

- External: Here, the GATT discussions, for example, may affect the framework of Community research funding.

In the light of such considerations, Community RTD must emphasise concerted action, not only between the Member States and the Community Institutions, but also between these and the industrial and scientific communities.

The Forum aims to examine current topics, to discuss the possibilities of the Fourth Framework Programme, and to provide decision makers with an understanding of the expectations and objectives of the actors in research, particularly those in the industrial field.

Organized by ANRT-Europe (the French Association Nationale de Recherche Technique) in cooperation with the Commission of the European Communities (Directorates-General XVI, III, and XIII) the Forum opens with presentations of the objectives and priorities of Community RTD (the place of research in Community policy, the major orientations of Community research),followed by a number of specialized meetings examining different aspects of the Community RTD effort. These include the synergies between research and: standardization; training; European cooperation; the structural funds; Small and Medium-sized Enterprises (SMEs); and valorization. Further subjects cover Community research and international solidarity, and European cooperation (links between the Fourth Framework Programme and EUREKA).

Each topic will be followed by an opportunity for open debate. The Forum will close with a synthesis of the various subjects discussed and a presentation of conclusions.
