The short and medium-term priority environmental action programme (SMAP) is a framework programme of action for the protection of the Mediterranean environment, within the context of the Euro-Mediterranean Partnership, adopted unanimously by the Euro-Med Ministerial Conference on the Environment in November 1997. It will be funded under the MEDA technical assistance programme which supports activities in the Mediterranean partner countries. The programme covers five priority fields, in which actions have already been outlined: - Integrated water management; - Integrated waste management; - Hot spots which include emergency programmes to reduce highly polluting emissions in industrial areas; - Integrated coastal zone management; - Combating desertification. Follow-up measures have also been provided for under the programme, and these include the establishment of a network to meet annually, a reporting system, a review mechanism and consultation practices for the implementation of the programme.
