The European Commission, DG XVII, has published an invitation to tender to evaluate the EU's export potential in the field of energy technology. This evaluation is required within the framework of the Kyoto agreement on climate change, in order to help fulfil commitments to reduce greenhouse gas emissions. This is likely to involve the export and/or transfer of advanced European technologies to many regions of the world where action may prove possible. The tasks to be carried out by the contractor will cover the following stages: - Carrying out a prior critical bibliographical analysis with the supply of the most complete list possible of other relevant studies; - The identification, by region, of the demand for electricity, concentrating mainly on those regions presenting significant potential such as China, India and Latin America; - An analysis of international agreements and associated rules concerning trade in technologies; - The identification of possible and preferential export options, by region and technology (this will be limited to the most promising regions). The study will be completed within one year.
