A report on "Science and Technology for Development", comparing Poland with the rest of Europe, has recently been published. This report, produced at the request of the Polish State Committee for Scientific Research, is the first to examine the state of Polish science and technology and compare it with the rest of Europe. The report was compiled within the framework of the statistics and information programme funded by the PHARE programme, and contains data presented in accordance with OECD statistical standards. The report presents all the different data series used in the OECD region to describe expenditure on research. This expenditure is a fundamental measure that can be subjected to international comparisons. Basic measures used to measure R&D in the OECD region, such as indices of publications and patents have also been used by the authors in producing this report, despite the fact that they are less useful for comparative purposes. The report is divided into five main sections, which cover the following: - The role of innovation in economic and social development; - Methodological problems in measuring R&D and innovation; - R&D inputs such as funding and personnel; - The results of R&D activity including publication and patents; - Conditions for the development of science and technology.
