A study of the recent trends in the virtual delivery of education has recently been completed by an international group of experts commissioned by the Commonwealth of Learning with funding from the UK Department for International Development. The report charts the rise in the use of information and communications technologies (ICT) in open and distance education around the world through a series of regionally based papers. The authors point to the potential for 'spectacular growth in this new way of teaching and learning', especially in parts of the Commonwealth where 'the gap between the supply and demand for education is so great'. The study highlights certain areas where intervention could most productively be concentrated. Such interventions, the report claims, could not only help the establishment of virtual education, they could also 'include using current experience, available technologies and knowledgeable people to deliver training and education in selected areas.'
