The Information Society Directorate-General requires a study on the access of service providers to different types of telecommunication networks in Europe. The purpose of the study is to examine the issues related to the rights of service providers for access to and use of communications networks, and to provide recommendations for a harmonised set of regulatory conditions to stimulate a competitive market in Europe. This will contribute to the forthcoming review of the EU regulatory framework designed to enhance the competitiveness of the European telecommunications market and encourage innovation for new services.
