The European Commission has published a guide entitled "Cooperation with Eastern Europe in the field of science and technology". The publication outlines the actions for cooperation which have been set up in the field of research and technological development (RTD) between the European Union and the countries of Central and Eastern Europe and the new independent States of the former Soviet Union. The different RTD actions are been described in some detail are: - The research programme on protection against radiation in 1991; - The PECO-COPERNICUS programme in 1992-1993; - The creation of the International Centre for Science and Technology in Moscow in 1992; - The creation of the International Association for the Promotion of Cooperation with Scientists from the New Independent States of the Former Soviet Union (INTAS) in 1992. The guide provides information on internal Commission procedures for handling project proposals submitted to research and technological development programmes. Part 1 deals with the process for organizing the evaluation of proposals after they have been submitted. Part 2 deals with the process of negotiating a RTD contract and subsequent project management.
