The European Commission has published a call for proposals under the PHARE programme for cross-border cooperation projects in the Baltic Sea Region with the INTERREG Community Initiative. Proposals are invited from local/regional authorities and/or their representative associations for cross-border projects. Applications involving local partnerships with agencies such as development bodies, chambers of commerce, NGOs etc. will be encouraged. Projects must involve a minimum of two partners, with at least one from an eligible area, and one partner from an area eligible within the INTERREG programmes in the Baltic region. (The areas eligible under PHARE are: the whole of Estonia, Latvia an Lithuania, and the coastal "voivode" of Poland - Szczecin, Koszalin, Slupsk, Gdansk, Elblag, Olsztyn, Suwalki) Eligible activities will, in principle, include all fields under the competences of local/regional authorities. This will include environment, human resource development, economic development and tourism, transport, development of local services, local democracy and culture and institution-building. Projects would be expected to be completed within 18 months of approval of funding. The normal minimum grant available under this call for proposals will be ECU 100,000, with most grants between ECU 100,000 and ECU 300,000. Grants higher than ECU 500,000 would be exceptional. This grant will constitute no more than 80% of the total costs of the project. Applications for projects seeking grants of less than ECU 100,000 should be submitted via the separate PHARE Baltic Small Project Facility. It should be noted that the present call for proposals relates to the PHARE programme only. Applications for complementary funding from the INTERREG Initiative must be submitted separately. Applications for PHARE funding may be made either before or after applications for INTERREG funding. Awards made by PHARE will be conditional on the award of an INTERREG grant.
