Support to the preparation of the Working Group III contribution to the Seventh Assessment Report of IPCC

This action aims to support the production of the Seventh Assessment Report (AR7) of the Intergovernmental Panel on Climate Change (IPCC), and specifically the contribution of Working Group III (WGIII) thereof in the context of the withdrawal of the United States (US) from international climate commitments.

WGIII is responsible for assessing the state of science on climate change mitigation, and for producing the corresponding contribution to the IPCC AR7 report (the other two working groups being on the physical science basis and climate change impacts and adaptation, respectively). The report is written by hundreds of authors on a volunteer basis, overseen by the two Co-Chairs of WGIII (one from Malaysia, the other from the United States). The work is supported by a Technical Support Unit (TSU), which was originally based in the above countries. However, after the withdrawal of the US from international climate policy processes, certain activities need to be relocated to ensure continuity. The action aims to contribute by securing essential science support to the WGIII TSU for the successful completion of AR7.

The proposal should contribute to the following impact:

  • Better informed science and policy through the effective functioning of the IPCC WGIII TSU.

Expected outcomes:

Project results are expected to contribute to all of the following expected outcomes:

  • The scientific contents and drafting of WGIII completed to the highest standards.
  • Contribution to planning and organising productive Lead Author Meetings and reports thereon.
  • Outreach material that effectively communicates scientific findings to various stakeholders.
  • Contribution to coordination with the other Working groups.
  • Successful completion of the WGIII contribution to AR7.
  • Subsequent inputs to the AR7 Synthesis Report (due in 2029) as required.
  • Any follow-up to AR7, including documentation, archiving, communications and outreach in line with IPCC procedures.

Scope:

The Intergovernmental Panel on Climate Change (IPCC) is recognised as the most authoritative source of knowledge about climate change. The EU is an observer in the IPCC and has been a significant contributor to its work over the years.

Following the withdrawal of the US from international climate policy initiatives, including withdrawal of support to the WGIII TSU, a need arises to ensure continuity and a successful completion of the AR7 report. Noting that the Research Institute for Sustainability (RIFS), with funding from the Federal Government of Germany is hosting the Head of Science of the TSU, the action is to support a senior science officer to work under the direction of the Head of Science at RIFS. Actions may include, but not limited to, supporting the co-chairs, Bureau, and authors in the drafting process, synthesising review comments, checking adherence to agreed outlines, reference management, and contribution to the documentation and archiving of data and figures.

This grant will be awarded without a call for proposals according to Article 198(e) of the Financial Regulation and Article 24(3)(b) of the Horizon Europe Regulation.
