ELSNET GOES EAST

Objective



ELSNET Goes East has the following objectives:
(i) create an information infrastructure;
(ii) establish contacts by means of visits;
(iii) improve access to information about hardware, software and ``R&D-ware'',
(iv) allow access to expertise on interdisciplinary research, the language engineering market and cooperation between academic and industrial organizations;
(v) improve the training system.

Results of the activities in ELSNET Goes East that may be disseminated are the following.

(i) information about academic and industrial sites in Central and Eastern Europe, as well as educational programs in the area of Language and Speech. This information will be disseminated in the form of reports.
(ii) information about activities in the field. This information is disseminated on paper in a newsletter, and in electronic form through a newslist, ftp and World Wide Web.
(iii) information for research purposes such as corpora, speech and text data bases. These are not a direct result of this project. However, ELSNET goes east distributes this information on CD and through internet servers, and will make this information accessable to new nodes in Central and Eastern Europe.

If the objectives mentioned above are achieved this will have important benefits, both for the C&EE/NIS itself, the EC, and the pan-European community.

Firstly, and most importantly the isolation of the Language and Speech community in C&EE/NIS countries will be alleviated. Participation in a network with colleagues all over Western Europe and C&EE/NIS will open up a wide spectrum of possibilities. In the longer term it creates a general open pan-European research infrastructure which can serve as the backbone for long-term cooperation between academic and industrial groups, and groups in the area of language and speech. Coordination on a pan-European level is of great importance for the area. Research in C&EE/NIS is in a crucial stage of development. Coordination of activities in this stage will contribute to research paradigms and technologies of a true pan-European nature. Without coordination, the fragmentation of effort across Europe mentioned before, could easily be multiplied. Coordinated efforts are essential for the pan-European community to compete in this scientific and technological arena.
