Objective
A large potential for process reorganisation with ICT lies within European Public Administrations (PA). Especially municipal administrations fail to exploit this potential because decision makers in PA hesitate to invest in process reorganisation projects and the necessary ICT infrastructure.
This is because the potential impact of ICT on processes is usually unclear and hence large investments cannot be justified to the political leadership and the public. The result is that PA focus on the optimisation of single processes with low budget ICT and without a coherent ICT strategy. Without such a strategy most of the reorganisation potential mentioned above remains unexploited.
PICTURE aims to develop a decision support system which is capable of measuring the potential impact of ICT on back-office processes in municipal PA. ICT in this context are basic ICT components which are necessary for back-office reorganisation and have influence on many processes. Examples are workflow management systems, document management systems or optical archives.
The impact will not be determined based on single back-office processes but based on a consistent view on all public services and their underlying processes which we call the process landscape. In order to cope with the complexity of ICT and the large number of processes in PA two abstraction layers will be introduced: Structural analogies and common elements of the processes will result in so called process building blocks. The functionality of basic ICT components will be consolidated to groups of ICT functionality.
The potential impact will be determined by matching ICT functionality groups on process building blocks and expressed in a qualitative, a quantitative and a monetary dimension. PICTURE will enable decision makers in European PA to determine a long-term ICT investment strategy that contributes to the exploitation of reorganisation projects and to justify the necessary investments to implement it.
