Final Outreach ReportThis will include the learnings, best practices, and challenges in engaging with stakeholders in addressing emergency medical situations such as pandemics. It is hoped that this report will also help future projects implement successful communication and outreach strategies.

Analysis: Government responses to COVID-19 and impact assessmentPart A Pandemic planning and preparedness AUTRC This part of the deliverable will assess pandemic planning and preparedness processes at the national level in project target countries and the regionallocal level in at least one target community per country Literature gathered in T41 will be reviewed with a focus on government plans exercise reports business continuity partner plans data preparedness infrastructures etc Factors will be examined such as severity definitions alert practices timeliness expectations information sharing procedures between levels of government and nationsregions training expectations resource and capacity requirements and surveillance practices as well as uptake of lessons learnt from exercises that train the plans The aim of the analysis is less to assess the effectiveness of each plan but to build a frame for understanding what can and cannot be compared distinctions similarities nuances etcPart B Governmental approaches to defining and addressing vulnerability TRI This part of the deliverable will explore how individual and group vulnerability are defined at the national level in project target countries and the regionallocal level in at least one target community per country Partners will examine how plans accounted for different stressors their amplifications by inequalities social relations and policy that perpetuate poverty and marginalisation Part C COVID19 responses on multiple levels of governance KEMEA URJC This part of the deliverable documents and analyses how different governments responded to COVID19 from lockdown procedures school closures masks key workers to furlough regimes and economic stimuli A broad range of literature gathered in T41 will be analysed with a focus on the convergence and divergence of preparedness and response plans across multiple levels of governance international national regional localPart D Economic and social welfare responses to COVID19 SAPIENZA This part of the deliverable reports on the economic and social welfare responses adopted by the Governments considering short term and longterm responses adopted by Governments in several domains It critically evaluates the benefits of synchronized regimentation of bodily behaviours distinctions are drawn between normal and abnormal outcomes the effectiveness of interventions considered not only in terms of their positive effects on populations but also promising improvement for the practices of government itself The analysis of regulatory and restrictive management of public activity will be compared with the human depression stress domestic violence and economic price deregulation tax loopholes abatements and holidays rescue packages of capitals of partial and total lockdownsPart E Sociopolitical legal and ethical factors influencing government preparedness and response TRI This part of the deliverable will elucidate the ethical and legal tensions as well as societal and political impacts of COVID19 preparedness and responses The analytical focus will be on documents gathered in T41 on various regulatory and procedural options to support the ethical and responsible development of pandemic preparedness plans and response activities

Analysis: Public health responses and impactPart A Comparative definitions and operationalisations of health vulnerability SAPIENZA In the 15 target countries results of T51 and T52 will be drawn upon to identify and operationally define vulnerabilities at the individual community and network living and working conditions and socioeconomic cultural and environmental levels Findings will be interpreted and critiqued drawing on the socioecological model of health inequalities developed by Dahlgren and Whitehead 1993 intersectionality theory and complex systems theoryPart B Social and cultural factors influencing public health responses SAMUR This part of the deliverable will build on the 10 case studies employing sources identified in T51 and qualitative research conducted in T52 on the impact of social factors such as family structures gendered expectations differential age gender and sexbased differences in health risk factors prevailing cultural norms intergroup relations and trust in health systems and professionals on experiences of COVID19 All attempts will be made to give voice to multiple citizen perspectivesPart C Institutional legal and data collection factors influencing public health responses SU This part of the deliverable includes an assessment of institutional procedures and tools for pandemic interventions including data collection tools such as contact tracing apps Italy UK etc and routine surveys Belgium etc The capacity of procedurestools to identify atrisk communities and their vulnerabilities to reduce health inequalities and to elicit community participation in decisionmaking and development processes will be critically assessed and compared across the 15 target countriesPart D Public health communication and epidemiological outcomes URJC This part of the deliverable includes a critical review of communication strategies in selected communities in the 15 target countries Employing indicators developed in WP2 and secondary data collected in T51 a differenceindifferences technique will be used to understand the decisional processes in the public health COVID19 response and how these decisions impacted the vulnerable populations studiedPart E Impacts of COVID19 on health care workers UCSC This part of the deliverable compares how healthcare workers in the 15 target countries interacted with health services and facilities and with the characteristics vulnerabilities and resilience of their beneficiaries The deliverable will draw upon the data collected in WP2 and T51 and primary research data from T52 paying special attention to how healthcare workers dealt with ethical challenges the traumatic stress they experienced during the pandemic and the deescalation phases both short and long term mental health burdens among the health workforce and on gaps in psychosocial care provision by health care institutions

Analysis: Communication and informationPart A Good and bad practices of COVID19 communication AUTRC Efficiency while being one of the indicators of good and bad practices cannot be a standalone measure This part of the deliverable provides a set of relevant categories that not only quantitatively measure good and bad practices in crisis communication It also describes factors influencing communication practices for example the way communication task forces are composed the goals eg efficiency linked to the practices and as a key factor trust in the sender of a message by the recipients Further relevant factors are equity and inclusivity and the way various vulnerable groups are addressed eg the use of different languages appropriate wording etc This also includes questions of how to address the challenge to find a balance between optimism bias ie the belief that bad things are less likely to befall oneself than others Van Bavel et al 2020 and an overwhelming threat perception and fear and how to address the notion of panic in communication practices The deliverable also includes a library of good and bad practices and a set of qualitative and quantitative indicatorsPart B Communication to influence behaviour change TRI This part of the deliverable describes the identified communication strategies that allow different stakeholders especially governments and public health authorities to positively influence the behaviour of individuals groups and communities within their social and cultural contexts that influence the extent and speed of behaviour change It also includes an analysis of the impact of social norms social inequality culture and polarisation in connection with risk factors based on theoretical research Part C Digital communication and exclusion MDI Within the COVID19 crisis there was a shift towards digital communication which effectively excluded several groups from communication and relevant information This part of the deliverable describes the impacts and consequences of this shift towards digital communication factors of in and exclusion for different groups and strategies to overcome barriers such as the digital divide in the ageing population or gender barriers It also includes the results of our analysis of the mental health problems caused by information overload and social media exposure during the COVID19 crisis Part D Fighting malinformation disinformation and misinformation SYNYO This part of the deliverable contains recommendations and lessons learned based on a review of different strategies to fight and cope with misinformation during the crisis as well as insights how misinformation might affect groups differently and strategies against false information conspiracy theories and fake news It further contains a strategy for collaboration with NGOs to react based on the researchs findings including a list of possible tools from complaints to media selfregulators to producing and sharing videos infographics doodles memes and even social media such as TikTokPart E Representation and justice in media UGOT This part of the deliverable describes how different groups are represented in the media the way different concerns and threats are addressed and the way certain fears and threat perceptions might be connected to prejudice discrimination and hate speech It provides evidencebased recommendations and strategies on how to counteract and create opportunities to reduce prejudice
