Periodic Reporting for period 2 - PROSPECTplus (Capacity building for cities and regions - from learning to action!)

PROSPECT+ builds on the existing H2020 project PROSPECT to enable capacity building in regional and local authorities in order to finance and implement effective and efficient sustainable energy plans, including their proper monitoring and verification and also ensuring that such plans are using synergies from other local plans and that their effects are properly monitored. The learning continues through the 5 learning modules (public buildings, private buildings, public lighting, transport, and cross-sectoral), with more attention given to improved decision-making of cities on how they choose projects for financing, as well as how to assess and ensure that their projects are finance ready. The types of innovative financing and the modules remain the same, but the methodology, the process, and the learning materials are improved. The ambition of PROSPECT+ is to ensure that over 200 EU cities in at least 20 EU MS improve their capacities when it comes to implementing projects from SECAPs and similar sustainable plans.
Main activities carried out within the first reporting period:
1. the first learning cycle was successfully completed - 9 capacity building groups with were carried out with all 5 thematic area represented (2 cross sectoral, 2 public lighting, 3 public buildings, 1 transport and 1 private buildings) with the following results:
- 114 stakeholders/participants in LC1 (including internal mentors);
- In total 106 public officers, including those public officers that have been engaged in the activities of the CBP and the additional replication activities. In particular:
• 69 public officers were engaged in the activities of the CBP
• 37 public officers were engaged in the additional replication activities, as follows:
12 additional public officers have already been trained by 5 mentees,
25 additional public officers are planned to be trained by 11 mentees.
- 30 public authorities with improved capacity in delivering the energy transition.

2. two engagement campaigns were successfully planned:
- the first ran from November 2021 to early February 2022, and was organized in 2 steps, with calls for applications open to external mentors (from 29th of November to 17th of December 2021) and then to mentees (from 11th of January to 4th of February 2022).
- the second ran from June to October 2002, and was organized again in 2 steps, with calls for applications open to external mentors (from 20th of June to 15th of July 2022) and then to mentees (from 8th of September to 7th of October 2022).

3. all useful and relevant material developed under the predecessor project (PROSPECT) were updated in terms of structure and content to make the suitable for use under the PROSPECT+ project and new tools and communication material were created
- Practical guide for applicants
- Finance Readiness Tool
- Guidance notes for mentors
- Guidance notes for facilitators
- Communication toolkit with the visual identity, website, leaflet, poster, etc.
- Monitoring guidelines for the success of the CBP
- Handbooks: public buildings, private buildings, public lighting, transport, cross-sectoral and citizen financing
- GIF animations presenting the courses and the topics offered

4. external communication channels have been updated and outreach exceeded the KPIs set.

5. Creation of the Community of Practice to reach out to additional public authorities and start of the engagement campaign for members.
From here until the end of the project we will focus on completing the remaining learning cycles (finishing the LC2 and organising and carrying out LC3 and LC4). Moreover, we will elaborate on the masterclasses that we will offer at the end of LC2 and LC4 in Brussels.
We will keep up the good work in terms of engagement of public authorities, both through the CBP and through the CoP and we will continue disseminating and communicating about our results and opportunities.
