REMARKABLE Climate Leaders Achieving 2050 Climate Neutrality

REMARKABLE will support local leaders to deliver a step change in progress towards carbon neutrality by 2050 in 7 regions across Europe. The Climate Emergency and Energy Transition agendas require clear leadership, ambition, courage and conviction if our 2050 targets and goals are to be achieved. REMARKABLE will create a network of Current and Emerging Climate Leaders who, through their actions and inspiration, will drive their municipalities, public authorities, communities and regions. They will transform their approaches from one focused mainly on energy efficiency/renewables to one focused on the strategic goal of climate neutrality by 2050. They will set new levels of ambition compared to National Energy and Climate Plans (NECPs) and showcase local leadership and innovation.

REMARKABLE will build new leadership capacity across 120 actors from 7 countries in Europe though a Climate Leadership Programme (CLP) designed with and for leaders across public authorities, municipalities, civil society and politics. Uniquely, REMARKABLE will use ethnography, as a trademark methodology of anthropology, to develop the CLP with, rather than solely for participants. Through our people-centred approach, the REMARKABLE CLP will address the key characteristics, drivers and behaviours of pioneering leaders; and, even more importantly, research the challenges i.e. lack of knowledge, capacity, organizational support etc. which hinder the implementation of current and emerging strategies. REMARKABLE partners will develop 14 Climate Neutrality services to expand their roles as change agents in the Clean Energy Transition and Climate Neutrality challenges. Climate Neutrality Training, Climate One Stop Shops, Coaching, Activation are some of proposed new services expected to emerge

REMARKABLE will exploit its outcomes and results through the creation of an EU Climate Leaders Circle. Groundbreaking and long-term measures towards Climate Neutrality will be shared through this Circle. An innovative Climate Neutrality Challenge will be organised for Young Climate Leaders, to target new innovations and ideas. The REMARKABLE Climate Leaders Circle will create synergies with existing networks and initiatives to support and enhance their impacts, complementing the technical, financial and policy capacity building agendas with new knowledge on Leadership and Climate Neutrality.
REMARKABLE is unique as rather than solely focusing on technological or other sorts of material-based solutions, this project is people-centred by design, meaning it is focused on human relations, skills and knowledge. As part of this progress, the REMARKABLE partners have developed a number of ethnographic research procedures. Partners identified and engaged with current and emerging Climate Leaders across the EU to define their needs regarding leadership-related work on Climate Neutrality goals. Within the scope of the project, these actions support the development of REMARKABLE Climate Leadership Programme, Climate Neutrality Roadmaps, and Climate Neutrality Services and Solutions – all innovative and unique contents and services which are being developed within REMARKABLE to support local (municipal) Climate Leaders in their efforts to realise ambitious Climate Neutrality goals. As part of this, REMARKABLE partners, led by the partners from IRI-UL, developed The Ethnographic guidelines provided a common baseline for ethnography-inspired people-centred qualitative research carried out. This guideline thereby outlined the conceptual and methodological foundation for establishing contacts and engaging with various stakeholder profiles relevant to REMARKABLE. Additionally, an Ethnographic Study Results guide was developed. Each participating region therefore conducted a range of research activities (including interviews, field-visits, and a co-creation workshop/focus group) to understand and address the actual challenges and needs. A total of 61 interviews were completed, along with 7 focus groups and 33 field visits among partners.

REMARKABLE partners through the co-production phase with the current climate leaders, developed a Climate Leaders Programme (CLP)that aims are facilitating increased leadership capacity in all partner regions. Initially a CLP Design Proposal was developed out of the results of the ethnographic research conducted by all partners. Focus within the first 18months of the project was on the development of this unique training programme and the delivery of a pilot phase of the training. A number of resources were developed for this delivery and partners reach recruited a number of participants from their local municipalities. The delivery of the pilot training programme took place in 7 regions with a total of 63 attendees.

A Climate Neutrality Roadmap (CNR) Guide was developed by partners in Croatia (REGEA), this guide was created to serve as a guidance document for developing and implementing CNR. It contains insights into where to access the needed information, exploiting the existing resources from International and EU initiatives, focusing mainly on the energy part of the Roadmap. Climate Neutrality Roadmaps have been developed in all partners regions with a total of 12 roadmaps being worked on so far. In addition the first climate neutrality service, developed by all partners was offered in each region, is a new service for the development of Climate Neutrality Roadmaps. Partners have developed seven new services are being developed to be delivered in partner regions.

The production of the REMARKABLE website and communication packages were developed and are the focus for a number of exploitation activities for the project. The production of a Climate Leaders Circle was established with their profiles added to the REMARKABLE website furthermore An invite only LinkedIn group was developed, a draft of a webpage for National hub that partners can use to put up at their website was also developed.
Remarkable continues to meet and exceed a number of it proposed impacts, some of which are highlighted below.

Impact: Number of institutionalised collaborations on the energy transition between public authorities. Collaborations directly through both the CLP and the Climate Leaders Circle have continued to evolve throughout the pilot phase of the training programme. Several local level collaborations in relation to stakeholder engagement, project development, joint investment, communication campaigns are continuing to be developed.

Impact: Numbers of stakeholders active in delivering the energy transition. REMARKABLE, through its focus on Leaders, continues to create unique opportunities to multiply the quantity and quality of engagement with stakeholders who are working on delivering energy transition, and climate neutrality. At present 63 leaders have undergone the Climate Leaders Programme training, so we will exceed the estimated 120 Current and Emerging Leaders undertake the CLP during the project lifetime

Impact: Number of public authorities and public officers with improved capacity/skills in delivering the energy transition. The Climate Neutrality Challenge, An event for young professionals: Bright young innovators will develop concrete energy solutions for the local energy transition in diversified and interdisciplinary teams. 40 young professionals from across the EU will take part in this intensive and innovative event in Upper Austia in Summer 2023
