The BundleUp NEXT project builds on the successful experience of BundleUP (Ponto Energia), a PDA project funded by Horizon 2020, which has developed a very effective methodology implemented in Portugal.
The BundleUP methodology incorporates energy efficiency projects in different stages of development and proceeds to technical, legal and financial development assistance to bring them to the “investor-ready” (or “tender-ready” in case of public sector) stage.
The methodology also focuses on grouping small projects in bundles, to provide procurement advantages and more attractiveness for investors and building owners, and sourcing innovative funding solutions, such as crowdlending.
The project focused on the following project types: LED and public lighting, PV for self-consumption, solar thermal, building envelope and electric mobility, creating a complete array of competences to support projects in any part of Portugal.
With a view to supporting the implementation of sustainable energy projects in the Public (central and local administration) and Private sectors, over more than 3 years of work, the project supported the development and implementation of 85 sustainable energy projects, which represented an investment of more than 34M€, of which 3.4M€ were carried out in the private sector. Energy savings totalled 26GWh/year, with 5.1MW of photovoltaic solar power installed.
During the project, we have improved PDA methodologies and aligned them to the current available support mechanisms. Specific legal templates have been prepared for PDA, namely for Energy Communities and public tendering with ESCO contracts.
Crowdlending continued to be a major source of financing for SMEs that install solar PV for self-consumption, as well as increasing the leverage factor of ESCO portfolios. We provided relevant support for the launch of new energy communities, focusing on collective self-consumption of energy from PV.
The consortium deployed PDA services to over two hundred promoters of sustainable energy projects, including public and private actors, which have resulted so far in over 85 implemented projects. Due to tendering procedures, namely in the public sector, some supported projects have not yet been implemented, but should come to fruition during 2025. The project provided relevant updated methodologies according to the new public tendering law for EPC contracts (ECO.AP) and also minutes and models for Renewable Energy Communities, namely Collective Self-Consumption. A public Final Report and a White Paper have been published and widely shared. The success of the project and its objectives continue in the newly funded SmarTA LIFE-CET project, which will run until 2027.
