Periodic Reporting for period 1 - CA EED3 (Concerted Action on the Energy Efficiency Directive)

Achieving the energy efficiency targets set by the Energy Union are key to delivering on the 2030 energy and climate targets, it is of great importance that the legislation put in place in order to achieve these targets is fully implemented and delivers to its full potential. The Concerted Action directly contributes to the development and improvement of policy measures designed to increase the level of energy efficiency achieved throughout Member Sates.
The areas covered during the period included: Article 7 implementation between 2021 and 2030; energy efficiency first and the EED in practice; financial instruments designed to support public building renovation (Joint Working Group with CA EPBD); efficiency and decarbonisation of heating in industry; consumer behaviour and instruments providing information; refurbishment and green transition of existing DHC and CHP; demonstrating exemplary role of public authorities in the energy crisis; and energy savings monitoring system development. Two information sessions were held at the first Plenary Meeting providing insight into developments in specific EED areas or related areas, these were on: energy povert and tackling workforce shortages which was later selected as the topic for a Joint Workshop to be held in September 2023. The information sessions were supported by Horizon 2020 projects, external speakers and the Commission services.
A special webinar was delivered in response to the energy crisis presenting measures introduced by Member States.
The Concerted Action contributes to and works together with the Energy Community, the Ukraine Task Force and the European Defence Agency. In 2023 the CA EED joined forces with the sister project CA EPBD to realise a Joint Working Group bringing both communities together, and focussing on synergies within the field of public buildings.
