Key achievements include:
• Conducting systematic literature reviews on the impact of socio-economic heterogeneity on emissions reduction and public acceptance of climate policy (WP1)
• Developing new frameworks for decision-making under uncertainty (WP1)
• Developing a systematic review of climate policy acceptance (WP2)
• Initiating large-scale surveys on public perceptions of climate policies across EU countries (WP2)
• Developing a dataset of climate change discourse in 1187 manifestos of 418 political parties in 27 European countries from 1990 to 2021 (WP4)
• Creating a comprehensive database of EU public consultations on climate policies (WP4)
• Organizing multiple stakeholder workshops and advisory board meetings to co-design research (WP5)
• Starting development of an interactive online tool for climate policy evaluation (WP5)
• The project has successfully engaged stakeholders through workshops and the advisory board. Dissemination activities are well underway, with regular updates on the project website and social media.
CAPABLE is focusing on six impact categories, for which the progress is provided in the Technical Report of RP1.
1. CAPABLE will apply existing and newly developed methods to evaluate existing and planned EU climate and environmental policies.
2. CAPABLE will engage with a large number of policymakers and other stakeholders.
3. CAPABLE will develop new concepts and methods for economic decision.
4. CAPABLE will produce large scale new data on policy acceptance and political feasibility of climate policies based on up to 12 country-level surveys, and a number of survey experiments, providing guidance for developing effective, equitable, and socially viable climate policies.
5. CAPABLE will combine climate-economy-energy models of different nature (ABMs, IAMs, hybrid) and improve them for better policy evaluation.
6. CAPABLE will develop a new interactive, easy to use, and scientifically sound climate policy evaluation tool to enable policymakers to improve decisions.
