Periodic Reporting for period 2 - REGROUP (Rebuilding governance and resilience out of the pandemic)

Reporting period: 2023-11-01 to 2025-08-31

Summary of the context and overall objectives of the project

Culminating more than a decade of crisis in Europe, the Covid-19 pandemic has opened an important window of opportunity for institutional and policy change, not only at the “reactive” level of emergency responses, but also to tackle more broadly the many socio-political challenges caused or exacerbated by Covid-19. Building on this premise, the Horizon Europe project REGROUP (Rebuilding governance and resilience out of the pandemic) aims to: 1) provide the European Union with a body of actionable advice on how to rebuild post-pandemic governance and public policies in an effective and democratic way; anchored to 2) a map of the socio-political dynamics and consequences of Covid-19; and 3) an empirically-informed normative evaluation of the pandemic.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

Our main scientific achievements in the second reporting period entail the publication of 25 peer-reviewed papers contributing to the analysis of the socio-politics of the pandemic, as well as providing policy recommendations on the post-pandemic era. On the dissemination front, we have also continued to populate the open access knowledge portal "PanDDemiC", collecting resources on the social, political, and institutional aspects of Covid-19.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

All our output, and in particular the REGROUP research paper, build on the best available scholarship and advance the state of the art in the various social science disciplines covered by REGROUP (in the first place, but not only, sub-fields of political science). Some of the REGROUP research has already been further refined and published in journals or volumes, and several papers will undergo further development and publication after the end of REGROUP.
