In the rapidly evolving energy sector, the ability to access and share energy data is crucial for decarbonisation as well as innovation and access to “affordable energy”. The European Union’s Clean Energy Package empowers customers to control and share their energy data with chosen eligible parties, promoting the development of new, data-driven services within and beyond the energy sector. However, the lack of standardized procedures for energy data sharing across the EU hampers these advancements. Currently, actors operating in the energy sector adhere to national practices within Member States, hindering interoperability and limiting growth opportunities. These challenges have broad implications on an industrial, economic, and social scale in Europe and beyond.
The Horizon Europe project EDDIE – European Distributed Data Infrastructure for Energy – offers a groundbreaking solution to this problem. By establishing a decentralised, distributed, open-source data space, EDDIE aligns with the EU Smart Grids Task Force on Implementing Acts on Interoperability and other European initiatives. This alignment ensures that data integration across Europe is both efficient, cost-effective and, at the same time, considers national data management specificities.
The EDDIE consortium consists of 16 partners from 8 different EU Member States representing scientific and educational institutions, architecture and software development companies, data-sharing infrastructure operators and connectivity consultants as well as energy service companies (ESCOs).

Project EDDIE has developed a technical component, called EDDIE Framework, to facilitate energy data exchanges across EU member states. Key in the EDDIE Framework is a consent-based European-wide interoperable mechanism which allows the consumer to independently manage data exchange with energy service providers, energy community operators, flexibility service providers and grid operators. As of M18, the EDDIE Framework supports connectivity with validated consumption and accounting point master data for 7 MSs with a common and easily integrable API, standardised data and a common process.
Furthermore, EDDIE features the Administrative Interface for In-house Data Access (AIIDA), a secure and reliable tool for accessing data from smart meters and behind-the-meter assets closed to real-time, based on customer consent and tailored to the respective use case. As of M18, AIIDA supports real-time smart meter data connectivity for Austria and France, with Italy and other MSs added very soon.
The EDDIE Marketplace, an off-the-shelve data marketplace for entities involved in energy data management (e.g. DSOs, TSOs, ECs, etc.), provides facilitation services for new data-based solutions.
EDDIE Online (https://online.eddie.energy/admin) – a Platform-as-a-Service (PaaS) to allow for energy data-driven services achieve data integration within minutes – is in development and close-to-production mode since March ‘23.
In parallel to the development of the EDDIE technical components, a multidisciplinary analysis is ongoing to examine the economic properties and commercial opportunities arising from the establishment of an energy data space; assess the behavioural aspects associated with the availability and use of energy data; clarify rights, duties and principles of consumers’ energy data sharing; investigate alternative regulatory arrangements; and explore security and safety aspects of alternative data-sharing options. Close co-operation with data-sharing infrastructure operators, systems operators and startups have led to significant improvements in AT, DK, EE, ES, FR, IT and beyond.

EDDIE’s innovative approach significantly reduces data integration costs, allowing energy service companies to operate and compete seamlessly in a unified European market. This not only enhances the operational efficiency of these companies but also promotes a more cohesive and integrated energy sector across Europe. Additionally, AIIDA ensures secure and reliable access to valuable real-time data from smart meters strictly based on customer consent.
By addressing the interoperability challenge and ensuring secure data access, EDDIE paves the way for enhanced energy services and drives the energy transition forward. This innovation sets a new standard for the industry, promising broad industrial, economic, and social benefits across Europe and beyond. It could also serve as a source of inspiration for developments in data spaces of other sectors foreseen in the 2020 EU Data Strategy.
EDDIE components are LIVE and usable by a broad audience already and they have led to smart and close-to-industrialisation solutions such as (1) near real-time data accessibility for ECs in AT, IT and FR, (2) an EU energy data monitor providing metrics across the supported countries, (3) generic load and generation forecasting services at a residential level, (4) a PaaS to support very soon energy efficiency application through e.g. the upcoming ECLIPSE DEP project with easy data integration and cost sharing, (5) integration of the ENTSO-E transparency platform to provide out-of-the box information on the individual energy mix and carbon footprint of the customer and (6) EU-wide price comparison and forecast.
