Periodic Reporting for period 1 - PEERS (PracticE Ecosystem for standaRdS)

Funded by the European Commission’s Horizon Europe Framework Programme, PracticE Ecosystem for standaRdS (PEERS) is a 36-month project that addresses the needs of the HORIZON-CL3-2021-DRS-01-04 call.



Launched on November 1st, 2022, the PEERS project aims to advance and reinforce EC operational safety and security policies through the development of an ecosystem that is practitioner-driven, focused primarily in pre-normative / standardisation processes and supporting tools. The PEERS ecosystem supports the effective strengthening of preparedness and response in the field of CBRN-E through the practitioner-driven Better Practice Guide initiative, gamification and e-Learning support. It primarily targets assisting Europe's CBRN-E practitioners, European research policymaking as well as other stakeholders including the research community and national standardisation bodies. A comprehensive engagement and consultation governance mechanism will be applied for the realisation of the ecosystem. Additionally, the ecosystem includes an integration capability to existing community-building platforms and a gamification strategy, aimed at encouraging solid user engagement, strengthening interactions activities, and furthering user training skills based on situational awareness.



PEERS brings together an experienced, multi-disciplinary team of specialists, to work together as a focused delivery team on meeting policymaker and practitioner expectations over the course of the project and deliver transformational change in the European CBRN-E environment.

2.1 OBJECTIVE 1: TO ESTABLISH THE FOUNDATIONS FOR THE PEERS ECOSYSTEM.
2.1.1 PROGRESS
The Co-creation Group was established from the beginning of the project ensuring community engagement is to the forefront of our efforts and approach, which between 01/11/22 to 31/10/23 was extremely successful, and has helped to the deliver the carefully designed platform to meet users' needs and this group aims to continue to function beyond the life of the project. Additionally, the 3 demonstrator groups are set-up and events will start in Summer 2024: SOPs (Standard Operating Procedure) MCM Decontamination (Medical Counter-Measures), Use of NATO Standards in the civilian environment. The Co-Creation Group and CSTAC (CBRN and Standardisation Cluster) and further described under WP3 and WP5’s and progress are respectively reported.

2.1.2 VALIDATION AND DELIVERABLES
Roadmap produced and demonstrators successfully completed and verified by policymakers and practitioners.

2.1.3 SUMMARY

2.2 OBJECTIVE 2: TO ESTABLISH THE PEERS ECOSYSTEM
2.2.1 PROGRESS
PEERS launched the alpha version of the platform and received excellent feedback at the stakeholder including the main project event on the 29th of September 2023, (WP6). Further details are described in WP4 on the ecosystem. PEERS is continuing work with the Co-Creation group through the MoMs (i.e. Meeting of Minds) webinars to further enhance the fulfilment of user needs and aims to strengthen outreach through interoperability (i.e. via API connectivity). The initial MoMs (as described in WP3) have been excellent resources and have highlighted the need to incorporate additional usability and accessibility features into the ecosystem. The Beta version is set for release in Q3, 2024. PEERS has also produced the first version of the Stakeholder Map on the website which, for instance, shows the Standardisation centres of Europe, Stakeholders, Distributors and Manufacturers. This is available to stakeholders across Europe to use.

As directed by the European Commission and REA (i.e. October 2023), PEERS is now focused on the CBRN-E space and will remain the focus for the next 12 months to show the utility and value of the ecosystem, with scope to widen in Year 3 to the wider DRR community.

2.2.2 VALIDATION AND DELIVERABLES

2.2.3 SUMMARY

2.3 OBJECTIVE 3: TO ENGAGE WITH THE TARGET COMMUNITY, CO-CREATING AND PROMOTING KNOWLEDGE ACQUISITION AND USAGE THROUGH THE PEERS ECOSYSTEM
2.3.1 PROGRESS
The PEERS ecosystem is running and has been launched. PEERS, primarily through the Co-Creation Group activities, has been involved in over 28 events so far, acquiring knowledge and insight on the work of other projects/initiatives and spreading word on the utility of PEERS. These co-creation events (such as the Meeting of Minds) with the target communities (organisations and other projects including, Europol, NATO, NO-FEAR and INCLUDING) have been instrumental in directing the project forward. Additionally, WP2 held the Space4Security event in April 2023 that brought together local and international standards and CBRN-E experts to promote the PEERS platform including a mock-presentation. CSTAC including related projects such as INCLUDING had a booth at the SRE event (Brussels) to widen the interest of the PEERS project.

2.3.2 VALIDATION AND DELIVERABLES

2.3.3 SUMMARY
CSTAC, the Co-Creation group and the Demonstrator groups are all running, and the project is on target.

2.4 OBJECTIVE 4: PEERS PROJECT OUTREACH AND SUSTAINABILITY.
2.4.1 PROGRESS
PEERS has developed a website (Peers-Project.eu) a clear visual identity and been involved with over 28 events and workshops. PEERS has developed a set of internal KPIs which are discussed in WP6 and have been meeting their expected trajectory across the reporting period. For this object, two of the deliverables are direct verification measures (D6.1 - C&D Plan, D6.6 - Exploitation Strategy), which have been delivered. The project also has a presence on social media channels such as LinkedIn and Twitter. Partners also use other vehicles such as Facebook to widen interest.

2.4.2 VALIDATION AND DELIVERABLES
