Support and coordination of the European Technology and Innovation Platform on Wind Energy (ETIPWind) and the SET-Plan Implementation Working Group on Offshore Wind (IWG OW).

Periodic Reporting for period 1 - SETIPWind (Support and coordination of the European Technology and Innovation Platform on Wind Energy (ETIPWind) and the SET-Plan Implementation Working Group on Offshore Wind (IWG OW).)

The SETIPWind project supports the coordination of activities of the European Technological Platform for Wind Energy (ETIPWind) and the SET Plan Implementation Working Group on Offshore Wind (IWG OW).
The objectives of the SETIPWind project are to:
• Ensure ETIPWind and the SET Plan IWG OW contribute with timely and high impact input to the EU and national R&I policies thanks to an enhanced coordination of their activities and deliverables, addressing the key technical and societal challenges of an accelerated and sustainable deployment of wind energy.
• Ensure a wider participation and engagement of key stakeholders in ETIPWind’s and the IWG OW’s activities, including industry, small & medium enterprises, research, and civil society organisations such as representatives from energy cooperatives, trade unions or natural protection groups, universities, associations from relevant sectors, EU Institutions, and SET Plan countries. With a particular focus on the involvement of SSH experts.
• To improve the collaboration on content creation, communication, and dissemination of deliverables of ETIPWind and the IWG OW with other ETIPs and IWGs to advance towards more aligned and interconnected activities.
• To guarantee that the SET Plan initiative receives consensus-based advice from stakeholders on R&I priorities on wind energy and key areas for the energy transition, covering technical and non-technical aspects which contribute to the new SET Plan targets in the context of the EU Green Deal and Recovery Plan for Europe.
• To increase the awareness and knowledge on wind energy technology developments, the sector’s state-of-play, and its impacts on the EU economy and society among the SET Plan bodies, EU policymakers, national Governments, and key decision makers.
• To maximise the impact of communication, dissemination, and exploitation of ETIPWind and IWG OW activities and deliverables, and to facilitate the dissemination of EU R&I initiatives and programmes.
• To safeguard ETIPWind’s successful continuation with a finance and sustainability plan for its future beyond the lifetime of this project.
The SETIPWind project started in September 2022. Until now the SETIPWind project supported the achievement of the following activities:
A renewed Steering Committee of 35 experts was elected. The Steering Committee is composed of a wide representation of different stakeholder profiles involved in the wind energy R&I community, including SSH experts.
The first annual wind energy competitiveness report was published. The report depicts the progress towards several competitiveness indicators of the wind energy sector such as wind energy installations, contribution of wind energy to the EU GDP, trade balance, jobs or R&I expenditure.
Six new SET Plan targets for wind energy were defined by the IWG Wind members. These targets focus on key aspects supporting the deployment of wind energy in Europe.
In view of the revision of the National Energy & Climate Plans (NECPs), the SETIPWind project developed a factsheet. The factsheet included an analysis of the R&I aspects in the NECPs of five Member States, a set of recommendations for Member States to better consider R&I activities for wind energy.
A Strategic R&I Agenda was developed based on a detailed gap analysis between the Horizon Europe work programmes and the priorities identified by ETIPWind in its previous Technology Roadmap. The Strategic R&I Agenda 2025-2027 defines a set of 23 shot-term priorities within five R&I areas: 1)Industrialisation, scale and competitiveness; 2) Optimisation and Digitalisation of O&M; 3)Wind energy system integration; 4)Sustainability & Circularity; 5)Skills and Coexistence. The document is the basis for the SETIPWind project to provide R&I recommendations to the European Commission, in particular to inform the next calls for proposals of the Horizon Europe Work Programmes.
The SETIPWind project brings together all relevant stakeholders to align the European wind energy R&I and technology needs in a wider, more inclusive Steering Committee for ETIPWind and a more engaged, larger IWG Wind. It will organise three workshops, four targeted events, and several annual joint meetings among the SC, CTOs Forum and the IWG Wind with high participation and engagement.
The SETIPWind project will guarantee that the SET Plan initiative, EU policy and national decision makers receive consensus-based, relevant advice on R&I priorities for wind energy in a timely fashion, as well as fact-based information on the sector’s state-of play. This will be supported a work programme around key EU energy and R&I policy-setting milestones, the dissemination of three annual competitiveness reports, and a technology roadmap depicting the wind energy’s long-term developments.
The SETIPWind project will implement a robust management and procedures for internal decision making and controls to secure successful deliverables.
SETIPWind will finally improve the collaboration of ETIPWind and the IWG Wind with other ETIPs and IWGs. This will be done through a joint Secretariat for ETIPWind and the SET Plan IWG Wind that facilitates the coordination of activities. But it will also expand the collaboration areas with other ETIPs and IWGs on content creation (e.g. a joint report on offshore renewables, identification of research actions suitable for cross-sectorial projects), communication, dissemination, and exploitation activities (e.g. campaign targeting the revision of NECPs).
