The international mobilisation of researchers, scientific experts, innovation leaders and stakeholders is crucial for the future. The EU’s International Cooperation Strategy aims at acting as a catalyst towards Internationalisation of Research and Innovation. An open-ended cooperation, free and broad exchanges can result in co-invention of solutions and help attain fundamental knowledge on broad themes.
The EU is a key actor in promoting the multilateralism based on values and principles which contribute to build reciprocity Research and Innovation's cooperation. By encouraging bilateral and multilateral cooperation with non-EU third countries, the approach helps to develop effective strategies to address global challenges.The current EU strategy aims to promote and preserve the International Cooperation based on fundamental values and principles. The EU works also to reinforce its role in innovation to create better solutions against ecological, digital, social and innovation challenges.
The French Presidency of the EU Council implements and promote those strategies by creating a platform for a multilateral dialogue, which shall help to create global synergies and to reinforce the EU’s position as a global standard set.
The Marseille International Cooperation Conference of 2022 held on March.8 2022 gathers the Ministers from the 27 EU Member States, the Directorate-General for Research and Innovation (DG RTD), European External Action Service, two countries of the European Economic Area (Iceland and Norway), high-level stakeholders from International Organisations and Research Institutes. The opening ceremony will be succeeded by a round table conference on the principles and values of the international cooperation for Research, Innovation and Higher education.
The day continues with three simultaneous workshops on specific topics of the future international cooperation in Higher Education, Research and Innovation.
The core objective on the day is to lauch the 'Marseille Declaration' on which all the member states will agree.
The launch of this multilateral dialogue shall be concluded by an invitation to commit to proceed a dialogue in order to tackle societal challenges.
- The activities took mostly place on the day of the conference :
Three workshops which have gathered each 7 or 8 Research and or Innovation / Education ministers (Member states) or their representatives on the following topics, representative or members of the European Commission and the African Union Commissioner :
1. The Global Outreach of European University Alliances
2. Science Diplomacy
3. Cooperation with Africain Research, Innovation and Higher Education
- Conclusions of the conference have been given by the French Minister of Higher Education, Research and Innovation representating the French presidency of the European Council and the Education and Research European Commissioner.
- In consequences, the member states claim in this declaration that they have co-designed during this conference a process to further develop the Union’s principles and values for international research and innovation cooperation and to present the results to the Council in early 2022. In this respect, this co-design process has led to the recognition of the following nine principles and values derived from the Council Recommendation of 26 November 20215 as key, which will be proposed to the Council for approval and will form the basis for discussion with the Union’s key international partners:
1. Freedom of scientific research
2. Ethics and integrity
3. Research excellence
4. Gender and equality
5. Open science
6. Intellectual property, personal data
7. Value creation and societal and economic impact
8. Societal and environmental responsibility and solidarity
9. Risk management/security
- The Declaration has been realeased openly on the website of the French Presidency of the European Council. The results are :

2. further dialogues which have been designed and continue between the partipants of this event : on the UE - UA research and innovation cooperation for instance.
