Summary of the context and overall objectives of the project

FAME is a joint effort of world-class experts in data management, data technologies, the data economy, and digital finance to develop, deploy and launch to the global market a unique, trustworthy, energy-efficient, and secure federated data marketplace for Embedded Finance (EmFi). The FAME marketplace will alleviate the proclaimed limitations of centralized cloud marketplaces towards demonstrating the full potential of the data economy. In this direction, the project will enhance a state of the art data marketplace infrastructure (i.e. H2020 i3-Market marketplace) with novel functionalities in three complementary directions namely:

- Secure, interoperable, and regulatory compliant data exchange across multiple federated cloud-based data providers in-line with emerging European initiatives like GAIA-X.
- Decentralized, programmable, data assets trading and pricing leveraging blockchain tokenization techniques (including support for accruing data assets value in NFTs).
- Integration of trusted and Energy Efficient (EE) analytics based on novel technologies such as Quantitative Explainable AI, Situation Aware Explainability (SAX), incremental EE analytics, and edge analytics.

FAME will become operational in a federated cloud environment with multiple providers of EmFi data assets, including datasets, AI/ML models, and more. It will become interconnected with more than 12 data marketplaces that are operated by the project partners, as well as with other data infrastructures that will support the implementation of 7 pilots. Through this process, the catalog of the FAME marketplace will be populated with a critical mass of 1000+ data assets. Furthermore, FAME will establish a Learning Center (LC) for tech and non-tech users, as this is a key prerequisite for unlocking the potential of the data economy. FAME will build a vibrant community of EmFi stakeholders around the FAME platform, which will serve as a catalyst for the sustainability of the project’s results.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

During period 12 (M19-M36), in WP1 several coordination activities were executed led by the Project Coordinator together with the partners involved in the Technical and Scientific Management of the project. The activities performed by the partners followed a planned project roadmap with the objective of achieving technical and non-technical results. The activities have been constantly monitored by periodic calls involving the WP leaders, Plenary Meetings, and e-mail exchanges. The completion of semestral technical and administrative internal reports by each single partner has supported the monitoring activity.

The final phase of the project (M19-M36) focused on finalizing the core technology, and setting the business and legal frameworks that underpin the service for a long term exploitation of the key results. These frameworks underpin the platform as a viable solution for operators looking to innovate leveraging on data assets provided by a federated marketplace. This document summarizes the last period of project’s activities, with a clear vision and strategy for the future of the project exploitation.
FAME project has developed 3 pillars to deliver a Dataspace/Marketplace:

• FAME Technology Framework (marketplace platform, analytics, pilots…)
• FAME Business Framework (FAME Value proposition, KERs, business approach for the technologies, exploitation strategy and plans)
• FAME Legal Framework (FAME federation agreement, Joint Agreement, Commercial Agreements, FAME values)

During the second18 months, FAME achieved significant progress across all project objectives, including:

WP1 – Management & Coordination

- Coordinated 33 partners to deliver the FAME data marketplace, 7 pilots, and 17+ exploitable results.
- Established structured governance, risk monitoring, and communication processes.
- Delivered the final Data Management Plan defining internal and external procedures.

WP2 – Platform Architecture

- Deployed a production-ready federated FAME Marketplace.
- Implemented Open APIs, secure FAME Connector, and federation governance tools.
- Achieved full system integration across pilots and explored Digital Euro & EBSI integration.

WP3 – Federated Data Management

- Developed dynamic authentication/authorization (DA3I) and FedTrust framework.
- Delivered a modular Assets Policy Manager for fine-grained, real-time access control.
- Established full DevOps infrastructure (Docker, Harbor, Argo CD).

WP4 – Decentralized Trading & Pricing

- Implemented blockchain-based provenance and smart contracts (Pay-per-use, subscription).
- Delivered pricing (PAT) and similarity analysis (SAT) AI tools.
- Deployed token gateway and ERC-compliant tokens for secure data monetization.

WP5 – Trusted & Energy-Efficient Analytics

- Trained and published 21 AI/ML models.
- Released open-source explainability tools (SAX4BPM, XAI framework).
- Achieved 67% average energy reduction and major performance gains.
- Delivered federated learning, CO2 monitoring, and smart Kubernetes deployment.

WP6 – Pilots

- Implemented 7 embedded finance pilots (risk modeling, ESG, AML, insurance, grants, wallets, data quality).
- All pilots reached TRL 7+ with positive techno-economic validation.

WP7 – Dissemination & Exploitation

- 18+ scientific publications and major workshops.
- Active standardization (ISO, CEN/CENELEC).
- Developed training materials, whitepapers, and marketplace sustainability agreements.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

• Technological results:

In RP2, FAME delivered an integrated, pilot-validated federated data marketplace (TRL 7+) with secure connectors and governance tooling, scaling to 660+ indexed assets.
It implemented dynamic SSI/DID-based AAI and policy enforcement, blockchain trading with smart contracts + token-gateway access control, and AI/energy-efficient analytics (21 models, CO2-aware deployment, ~67% average energy reduction)

• Economic results:

In RP2, FAME strengthened its market positioning in the European Data Space landscape by achieving listing in the Data Spaces Radar (and DSSC Toolbox, per report), while moving from concept to validated pilot operations and exploitation readiness.
Economic/market-enabling outcomes include:
- A functioning marketplace that supports pricing, trading, and monetisation of diverse asset types (datasets, AI models, services, analytics, educational content) through programmable contracts and multiple payment schemes.
- Pilot-driven asset onboarding and reuse (e.g. Pilot 2 contributed 10 assets), and ecosystem expansion via project liaisons (e.g. federation of 300+ datasets via liaison activity noted in WP7).
- A structured exploitation and sustainability setup, including a Memorandum of Understanding among partners and individual/joint exploitation plans to support continuity beyond the project.

• Societal results:

During RP2, FAME operationalized its federated governance and trust approach by implementing concrete mechanisms (SSI/DIDs-based AAI, dynamic policies, provenance/tracing, trust assessment), enabling secure and accountable data transactions across multiple stakeholders and domains.
FAME also advanced sustainability-oriented societal value by delivering:
- Energy-efficient analytics with quantified reductions (avg 67%), and
- CO2 monitoring + smart deployment mechanisms that enable greener operation of data/AI services.
- At pilot level, stakeholder workshops supported validation and alignment with real user needs, with all pilots reaching TRL 7+.

• Scientific results:

RP2 produced substantial scientific and technical dissemination:
- Publication KPIs achieved (report indicates ≥5 journal articles and ≥15 conference papers reached), plus additional outputs reported by partners (e.g. DA3I and FedTrust publications highlighted).
- Contributions to standardisation and community processes (CEN/CENELEC JTC 25, ISO/IEC SC38; workshops on AI Act and data space maturity/standardisation).
- A mature training and awareness layer via the Learning Centre (7 online courses, 10 training events, 2,950+ professionals upskilled), supporting uptake and knowledge transfer.
