Return Migration Governance Indicator proposal

Findings in each WP will be reassessed by considering indicator creation.

Country dossiers (n=4) and a research digest on diaspora groups

The results will comprise four country dossiers. A separate research digest will be written combining the analysis of diaspora groups in Sweden and Germany.

Comparative report on return infrastructures, merged with country dossiers

Based on country dossiers on return infrastructures, lead partners (RU, EKKE) will make a comparative analysis across the three return routes and write a comparative report

General EC Policy briefs

Two EC Policy briefs (Month 15, 36). The first EC policy brief will cover the initial findings, especially generated through the research conducted in WP2, WP3 and WP4. The second, final policy brief will include all final policy-relevant findings of the project, generated through all work packages, WP2-WP9.

Working paper on parallels between Global North and South in returns

Working paper (M24-M30) on parallels/interactions between return governance in the Global North and South and epistemological discussions

Working paper on return cooperation, combined with three research digests

Based on the material collected and analysed in Task 5.4, a research digest for each scale (n=3) will be prepared to discuss why negotiations do or do not work and which factors and actors influence the processes. Research digests will be written by the respective country teams (UW, BRC, UNN) and shared internally at Month 26.

Communication and Dissemination plan

GAPs’ Communication and Dissemination plan, incl. project website, blog, social media, newsletters, activity reports on Stakeholder expert panels, Massive Open Online Course, Promotional videos and infographics, digital story telling series, academic workshops and final conference, anthology, and edited volume (Month 15, 36).

Working papers on (i) irregularisation; ii) EU’s externalisation of return policies

Two separate working papers will be written on (i) the externalisation of the EU’s return policies to the associated members, based on the cases of the EU-Turkey statement and EU-Eastern Europe partnerships by UW and SRII, and (ii) irregularisation through legislation and procedures with an emphasis on Greece by EKKE.

Working paper on the typology of stressful scenarios and practitioners’ coping strategies

This working paper will survey and develop a typology of coping strategies used by police officers and social workers involved in implementing return orders.

Working papers on 1) discourse analysis of IOM and UNHCR; 2) EU-AU cooperation experience and lessons learned

The first working paper will be based on a textual analysis of IOM and UNHCR narratives on return migration. The second one will focus on EU-African Union partnerships on returns to understand region-to-region dialogues and contesting regional mobility agenda(s),

Survey reports (n=4) on returnee experiences in Afghanistan, Iraq, Tunisia, and Nigeria

The results for each country will be discussed in separate survey reports. Survey datasets will be open access.

Survey report reflecting the results of survey campaign in five countries and survey dataset

The survey results will be analysed to create model(s) that best explains public attitudes towards return and readmission policies. This analysis will be reflected in a thematic comparative report.

Framework paper on the concepts and typologies on returns , combined with four conceptual notes

A framework paper discussing ways in which concepts may play a role in decentring traditional understandings of returns and governance. This paper will be merged with the conceptual notes developed in Task 1.1

Concept note on validated ‘Hope and Resilience Scales’

Lead partners (UU and BRC) will prepare a conceptual note on ‘Hope and Resilience Scales’, a joint policy brief on the challenges of reintegration.

Concept notes on i.) ‘Alternative pathways’ (the political and financial, and human rights trade-offs) and ‘Mapping Best Practices’ (n=3) ii.) gender mainstreaming in migration research and policy

Synthesising the findings of WP2-4 about the human rights trade-offs of current return policies and practices and WP 6-7 about the recommendations from stakeholder interviews to formulate alternative ways and models. Preparing two concept notes with questions about (a) the political and financial (HU), (b) human rights trade-offs (SRII; HHRO) of these alternatives. An additional concept note will be prepared to mainstream best practices in return practices.

Thematic report on ‘Return in Mobile Trajectories’

Lead partners will synthesise the research findings and prepare a thematic report on ‘Return in Mobile Trajectories’

Comparative report, on legal infrastructures, including country dossiers

Based on synthesising the assessment of the EU’s legal infrastructure with country cases (Tasks 2.1a and 2.3), a comparative report will be prepared by UU, RU, and SRII. Country dossiers (Task 2.3) will be merged to the comparative report as subsections.

Synthesis report, merged with country dossiers

The results from country cases will be synthesised in a report. Country dossiers (Task 4.4) will be merged with the synthesis report.

Working paper on determinants of public attitudes about returns

Based on the survey results, a working paper on determinants of public attitudes about returns will be prepared.

GAPs Data Repository and infographics

Addressing the data gap issue in EU and non-EU countries, the project will collect data and create a data repository with visual infographic outputs (complying with all ethical and data sharing guidelines).
