MOBI-TWIN argues that global changes, such as the green and digital transitions, require a redefinition of regional attractiveness to capture the changes in mobility drivers and impacts. The twin transition affects the attractiveness of regions and creates opportunities for lagging areas to attract people through better living and environmental conditions and accessibility to jobs. This leads to new mobility patterns that create a balance between permanent, circular and temporary moves, benefiting both traditional and emerging regions. The project uses big data and agent-based modelling to assess the impact of these patterns on EU regions and develop policies that take into account the impact on demographics, society and labour markets.

The project has four main objectives: (i) to analyse the changing mobility drivers based on the behaviour and impact of the twin transition, (ii) to study the new mobility equilibrium between EU regions, (iii) to use agent-based modelling to study the impact on demographics, welfare and labour markets, and (iv) to develop place-based policies for positive outcomes of the twin transition. Particular attention will be paid to COVID-19 and the impact of Brexit on free movement.

The objectives include:

Assess changing mobility factors and regional attractiveness.
Understanding the balance between permanent, circular and temporary mobility in EU regions
Develop a regional typology to identify areas of demographic risk.
Use agent-based models to assess the impact of mobility on demographics, social systems and labour markets.
Involve regional decision-makers in the design of measures to promote resilience.
Emphasise the dissemination and promotion of policy application of results.
From June 2023 to August 2024, MOBI-TWIN reached important milestones:

WP1: Mapping Drivers of Spatial Mobility In the first project period, MOBI-TWIN built up its theoretical basis and database. Important steps were:

- A comprehensive literature review to identify factors influencing spatial mobility in the Twin Transition.
- A large-scale survey that collected over 11,000 responses on mobility intentions in the context of the Twin Transition.
- Design and initial collection of the MOBI-TWIN dataset using primary and secondary data.

WP2: Redefining regional typologies Efforts in this area resulted in a report on current mobility flows and existing measures of a region's attractiveness, focusing on how sustainability and digitalisation influence a region’s attractiveness to residents and businesses.

WP3: Assessing the impact on EU regions Activities in this work package are planned to start in the second phase of the project.

WP4: Stakeholder engagement Achievements include implementing the RRI principles and conducting reviews of EU mobility policies. Discussions focused on gender and intersectional analyses, public engagement and free movement policy templates relevant to EU regions.

WP5: Dissemination and communication The project developed a website, active social media and newsletters to engage stakeholders. A Spatial Mobility Advisory Board was also established. Collaboration with other EU projects expanded the network and reach of MOBI-TWIN, while an intellectual property protection and sustainability plan ensured the long-term impact of the project’s innovations.

WP6: Project management Project management ensured coordination, data compliance with FAIR and GDPR principles and a smooth project flow. Key deliverables included management and data plan and the organisation of meetings in Brussels, Groningen and Thessaloniki.
MOBI-TWIN innovates by exploring the effects of the Twin Transition on regional attractiveness. The project investigates the ways in which the Transition transforms spatial mobility patterns across EU regions, thus redefining regional attractiveness. It also contributes to the state-of-art on cross-regional spatial mobility triggered by Twin Transition. MOBI-TWIN enriches the scientific understanding on regional development through new mobilities paradigms by adopting big data discourse. Furthermore, the project innovates by exploring how digitalisation decouples labour market opportunities from physical space, making left-behind areas more capable of retaining their human capital assets. Finally, the application of big data and agent-based modelling (MOBI-TWIN model) is innovative as it simulates alternative futures under different policy scenarios to address specific research objectives encompassing regional characteristics.
