Promoting a JUST transition to GREEN hydrogen in AFRICA

Periodic Reporting for period 2 - JUST-GREEN AFRH2ICA (Promoting a JUST transition to GREEN hydrogen in AFRICA)

Reporting period: 2024-02-01 to 2025-01-31

Starting from consortium partners' experience as well as the wide network of stakeholders at AU-EU level, JUST-GREEN AFRH2ICA aimed to develop a GREEN HYDROGEN JUST TRANSITION ROADMAP to drive the deployment of future investment and policies in a synergic way between EU-AU. To do so, the project involved AU-EU stakeholders via a training/capacity building programme and stimulated innovation/market opportunities thanks to an open-innovation matchmaking platform. JUST GREEN AFRH2ICA roadmap would make AU-EU transition pathways to H2 synergic, sustainable (from environmental and social point of view) and avoiding any “new EU hydrogen colonization” of Africa, but promoting a mutual benefit collaboration of the two continents towards the development of independent and collaborative H2 economies, R&D ecosystem and value chains.
From a technical and scientific point of view, in M13-M24, the following activities were performed:
- Modelling sustainable access to water sources in Africa to guarantee a JUST green Hydrogen transition (JULICH, STRATH, UNIGE)
- Techno-economic modelling of green hydrogen production hubs in different area of Africa and evaluation of costs of production of "green goods" based on such green H2 (UNIGE)
- Green hydrogen potential mapping of different African areas and evaluation of the socio-economic impacs of green H2 transiiton on local communities (JULICH)
- Modelling the impact of green H2 import from Africa on the EU energy system also looking at EU policies goals (ARTELYS)
- Sustainablity assessment of green H2 production in Africa via S-LCA (IME)
- Manufacturing roadmap with precise time horizons and targets to boost the setup of a green H2 value chain in Africa (STAM, TEKI)
- Investment roadmap with precise time horizons and targets and identification of specific supporting instruments to facilitate the setup of green hydrogen value chain in Africa (AHP)
- Policy and regulatory roadmap with precise time horizons and targets and assessment of the social impact of green hydrogen transition on local communities (IH)
- Integration of roadmap results into a project legacy visionary document (complete of specific actions and their prioritizaiton) to drive future cooperation between AU and EU in the green H2 sector (UNIGE)

The results of these activities have been also the contents for WP4 Second E-Learning Package, which was launched at the end of year 2 as well as for different training events (more than 15) organized in AU and EU
JUST GREEN AFRH2ICA was duly aligned with Clean Hydrogen Partnership and Hydrogen Europe objectives being a cornerstone project for policy development and R&D. WP1-2-3 results were integrated into a final project legacy/visionary document that defined:
- the current most relevant challenges and barriers to the setup of a green H2 value chain in Africa
- the most relevant actions to be performed to unlock African green H2 potential
- the most relevant actions that EU should put in place to facilitate cooperation with Africa for green H2 economy promotion in both continents
- a list of landfall areas/bridgeheads to be implemented

Generally speaking the project deeply analysed the concept of HYDROGEN HUBS around industrial site as first green hydrogen projects to be promoted in Africa. thanks to sustainable and bankable business cases driven by the local industrial demand.
Such projects can become first lighthouse green hydrogen projects (at 1-5 MW Electrolyser scale) in hard to abate industries to develop a domestic demand at local level starting from their surroundings and develop African skills and experiences in H2, to open the possibility to export projects too
