Final Report:We will develop guidelines and protocols in consonance with the already existing INSPIRE initiative (Inspire.eu), in order to establish basic standards and uniform schemas to guide the development of data catalogues. Together with local stakeholders, will co-define specific features that to be included in the catalogues based on a case-to-case basis, depending on the existing data infrastructure in each demonstrator; including aspects related to metadata, data files, and complementary files (such as documentation, etc.) needed to guide choices to addressspecific climate risks. With this, we will tailor the catalogues to the existing data infrastructure.
Practical and usable advice on local entities uptake of climate data (s’ouvre dans une nouvelle fenêtre)Highlights from the D.3.1. are to be extracted and published online under the form of brief and user-friendly info cards, in order to allow for quick and tailored dissemination of the project’s methodology and upscaling. The report will be targeted at broader audience and will be put at disposition of the external stakeholders involved in the activities of WP5 and of T3.3.Furthermore, a serious game (e.g., under the form of a MOOC and/or boardgame – format to be decided with stakeholders) will be created in order to provide with concrete, practical and usable advises on “how to make sure that local entities can uptake climate data”.
Final definition and description of climate risks indicators implementation (s’ouvre dans une nouvelle fenêtre)This deliverable will present the final definition and description of tools aiming at calculating, and visualising indicators values, the definition of which will be provided by WP1, and which involve local databases, Climate and Atmosphere forecast data and appropriate information extracted from Earth Observation and Land use data.These tools will both be used in the demonstrator’s contexts to evaluate the risks faced by the regions against key challenges and also be replicable in other regions in view of “scaling up” the risks assessment performances in other regional contexts.These tools will be composed of two different “toolboxes”: i. The data “analysts toolbox”, ii The “visualisation tools”
Best practices, pain points and milestones of development of EO-based climate adaptation solution (s’ouvre dans une nouvelle fenêtre)The overall support to the demonstrators within VALORADA through VALORADA Bootcamp and the associated Forum for Interaction will be aimed at making sure that (i) the technical solution co-designed by the regional and local entity and the service provider addresses a set of interconnected climate adaptation needs of the region, taking into consideration the different climate vulnerabilities and levels of preparedness between regions, (ii) the solution is developed and documented throughout (e.g. through highlighting of best practices and stages of interaction) in order to maximise and facilitate the scalability of the solution and/or of the collaboration process. Best practices, pain points and milestones of these interactions with demonstrators throughout the project will feed into D3.1 which will take the form of a report towards the end of the project.
Selected climate risk indicators with detailed computing metrics (s’ouvre dans une nouvelle fenêtre)Appropriate indicators to the climate risks identified through the climate impact chainsin Task 1.1 are identified. Existing indicators from literature and previous projects (e.g., ESPON, COACCH) are identified for each demonstrator-specific climate risk. In case existing climate risk indicators are insufficient in assessing local climate risks, they will be complemented by either adjusting existing indicators to local needs or by developing newindicators if necessary.
Gap analyses for each demonstrator (s’ouvre dans une nouvelle fenêtre)gap-analysis map out the current status quo in regional climate risk and impact analyses, and compares it to the standard desired by stakeholders and decision makers to be able to take appropriate adaptation measures. The gap-analysis will address the following: availability, accessibility and usability of relevant climate and non-climate data and data services. It will also cover customization and adaptability of such data and data services as well as the need for tools for data manipulation, combination and interpretation.
Demonstrator specific climate impact chain analyses (s’ouvre dans une nouvelle fenêtre)Through participatory contextualisation workshops in each demonstrator, demonstrator-specific climate impact chains will be formulated to characterise local climate risks.
Characterisation of data value-chain in each demonstrator (s’ouvre dans une nouvelle fenêtre)We will focus specifically on the datasets that support generating local narratives of adaptation, since these datasets offer contextualisation potential. We will apply a value-chain methodology in order to characterise the chain of activities performed to deliver these valuable datasets (data inputs, transformation processes, and outputs). Through a series of group interviews and within the contextualisation workshops, demonstrator participants are requested to share their views on how climate-related data is considered in their work and who and which offices and authorities are involved. We aim to identify how these activities could be shaped and improved in order to support the delivery and management of key datasets needed to contextualise climate risk throughout the entire data-value chain.
Synthesis on the most commonly used indicators, their performance and inconsistencies, and tackling potential problems (s’ouvre dans une nouvelle fenêtre)After an initial phase of indicator allocation, the appropriateness of the indicators will be reviewed by the demonstrator participants in the implementation workshops. Revised indicators and their computational metrics will be transferred to WP2 to assist the generation of the demonstrator-specific data catalogues in Task 2.2 and to WP4 to be implemented in the tools under development.
Initial non-climate data manipulation and visualisation tools description (s’ouvre dans une nouvelle fenêtre)Deliverable 4.1 represents the interim report of the full activity earmarked in task 4.1. This report will present the interim progress about the provision of support to the local services providers through a set of services and software tools for manipulating locally-sourced socio-economic, demographic and EO data (previously identified in WP1- WP2) relevant to locally contextualising climate data.This interim report will explain progress on the following tasks:• “Populating” the various local databases into a GeoNetwork catalogue (following the guidelines provided by WP2), as well as the EO data and Copernicus services available and being of interest for building indicators to inform about climate risk. This task will involve all the local service providers participating in the demonstrators, under the coordination and support of TerraNIS, and HCU.• Making available a “data ingestion toolbox” to get access to the data registered in the metadata catalogues as provided by WP2. These tools will allow to ingest the data and images necessary for the relevant areas of interest into a “GeoServer” dedicated to the local area, with a common geographic and time reference, in order to allow easy further manipulation of these different data (optimising data access and data extraction on the time and spatial axis, resampling data).• The data “normalisation toolbox”, which allows to express the different data (local databases, EO images and land use maps) into common geographical units (hexagonal grids or local administrative units) allowing further merging and alignment of these data with different spatio-temporal resolutions.
Climate data service gaps across the EU (s’ouvre dans une nouvelle fenêtre)The deliverable will collect input of data, tool and service gaps from stakeholders through the consultation of a broader, EU wide sample. A questionnaire will be developed to investigate (a) what gaps are recognised in an EU-wide context, and; (b) how these gaps coincide or differ with the ones detected with the demonstrators in VALORADA. By extension, the generality of the gaps reported by the demonstrators will be assessed.
Best practices and recommendations for the scale up and replication of VALORADA results (s’ouvre dans une nouvelle fenêtre)This final report will present the best practices and concrete avenues for scaling up andreplicating VALORADA’s solutions and tools elsewhere. The activities to be reported on this deliverable include:Organisation of specific dissemination, scalability and replicability activities: (i) Attending/ participating to relevant events to promote the VALORADA project activities and results;(ii) Preparation of policy briefs(iii) Organisation of scalability and replicability online workshops (6) aimed at discussing the key elements and success factors for scaling up and adapting VALORADA services and tools in their local context and systems in the future.
Assessment of the usability of VALORADA’s tools across demonstrators (s’ouvre dans une nouvelle fenêtre)In this analysis we will characterise the practices around data collection and data management, including the activity-flows, procedures, competences and resources involved in data management. This activity will give us the scope necessary to identify valuable experiences, differences, barriers and opportunities in terms of the usability of VALORADA’s data-manipulation tools across demonstrators, and to deliver advice on bestpractices.
Catalogue of webinars and training materials supporting capacity building for the broader community (s’ouvre dans une nouvelle fenêtre)The capacity building for the broader community (service providers and local authorities not involved in the VALORADA demonstrators) will be developed in close connection with WP5 to ensure maximum stakeholder engagement. To this end, a repository/catalogue will be created, containing both VALORADA-made webinars and materials (under T3.2 with relevance to external stakeholders) and others, openly available online (e.g., from relevant HE and H2020 projects such as HE PROTECT, coordinated by GAC, and others). The thematic focus of the materials will span thorough climate adaptation services, finding the right partner for the co-development of an EObased adaptation service (public body or a service provider), making sure that the solution’s contribution to systemic impact has been taken into consideration etc. The repository/catalogue will be made available through the VALORADA website and/or platforms such as Climate ADAPT.
Outreach and synergy activities report (s’ouvre dans une nouvelle fenêtre)This deliverable will report on the efforts and experiences involved in granting visibility to VALORADA, and to enhance its long-term synergies and support replicability. VALORADA will be promoted to create synergies with other H2020 and Horizon Europe (HE) projects, as well as with public authorities and the existing community of procurers to support the uptake of demonstrated solutions by other regions and cities; programmes developed with city, regional and national authorities; as well as with strategic actors such as entrusted entities implementing Copernicus.
Climate valorisation framework (s’ouvre dans une nouvelle fenêtre)Co-constructed legitimised conception of climate value around socio-economic, demographic and Earth-observation datasets (valorisation framework) to orient data-management practices to grant climate value to existing data.The framework will help us to connect climate science with society’s risk perceptions; thus, facilitating the understanding of the many-faceted phenomena of climate change and its future implications
VALORADA Results Inventory Final report (s’ouvre dans une nouvelle fenêtre)The VALORADA’s Results Inventory (VRI) shall list all results of the project including their detailed description, the ownership (single partner or joint ownership), the target stakeholder sector(s) including detailed target organisation(s), and the planned use of the result, including potential protection and exploitation measures. The VALORADA Research Inventory will be updated continuously throughout the project lifetime, it is a key input to work package 5. A first draft version is planned to be delivered at month 18 (D6.3). This deliverable constitutes the final version at the end of the project.
This deliverable is the Final FAIR DMP adoption report and lessons learned for further implementation or integration with other projects. This report will cover the overall experience and best practices emerging through the process of implementing a FAIR DMP, outlining how data was generated and collected during and after the end of the project, the standards and formats used, how data was shared and curated or preserved.
This final report will evidence the experience gathered through task 4.2., which seeks to perform the appropriate geographical downscaling of the climate and atmosphere historical and projection data to resolutions needed for some applications of the project demonstrators, specifically in urban environments, by using existing techniques and algorithms (based on statistical methods and machine learning) already used by FMI. EURO-CORDEX data, which is already available at a fairly good resolution (0.11x0.11°), including hindcast, present-day, and future projections based on three different forcing scenarios, is one specific option to be used as climate data input. The used downscaling methods will be potentially adapted to the specific environments and needs. The downscaled data will also include a “scoring” for assessing the uncertainty attached to the downscaling procedure, depending on the available additional observation data. The downscaling will be performed on FMI’s own processing platform, applied onto the geographic areas of interest as defined by the local service providers (mostly the urban areas part of the demonstrators), and the results will be made available to be further used by the local service providers. The downscaled data will be stored either on FMI’s own FAIR data repository METIS, on the platforms of the demonstrators, on TerraNIS’ own servers, depending on data storage availability.
