The SESAR 3 JU programme delivers SESAR solutions in line with the Strategic Research and Innovation Agenda (SRIA) and the European ATM Master Plan. PEARL facilitates that each SESAR 3 project assesses their performance individually but also integrated into a broader, programme-level evaluation. This creates a coherent framework to guide future air traffic management (ATM) concepts and help decision-making.
Within this framework, the PEARL project plays a critical role by focusing on:
• Training and Coaching: Enhancing the skills of R&I project staff through tailored training sessions and support via the SESAR Performance Community of Practice.
• Performance Assessments: Capturing and aggregating performance data from SESAR Solutions, ensuring consistency through established methodologies.
• Integrated Simulations: Conducting multi-solution simulations to assess network-level impacts.
• Performance Monitoring Dashboard: Specifying a dynamic tool to compare planned versus actual performance impacts.
• Reference Methods and Frameworks: Maintaining and updating performance assessment artefacts and methodologies to remain aligned with evolving the programme and ATM requirements.
These objectives support PEARL’s commitment to fostering excellence in performance management and contributing to the overall success of the SESAR programme.
During the current reporting period, PEARL has implemented targeted actions and achieved significant milestones across its objectives. In the area of Training and Coaching, the project established a robust Community of Practice framework, delivered over 20 training sessions both remotely and on-site covering all key performance areas, and redesigned the Community of Practice functionalities in collaboration with the SESAR 3 JU. In addition, the Performance Assessment Report Template was updated to incorporate the implications of the new ATM Master Plan.

With regard to Performance Assessments, PEARL provided interim Estimated Performance Contributions (EPC) for all SESAR Solutions, including Fast-Track, DSD, and U-Space projects. A comprehensive review of EPCs was initiated to reflect the new Master Plan campaign and updated project scopes, while continuous monitoring of performance management status enabled the timely identification and mitigation of potential risks.

The project also advanced its efforts in Integrated Simulations by delivering a detailed Simulation Plan through the EUROCONTROL team, which outlined all necessary activities. Selected key SESAR Solutions were identified for multi-simulation exercises aimed at evaluating their interdependencies and overall network impact.

For the development of a dynamic Performance Monitoring Dashboard, the project team collaborated closely to define the requirements for a tool that effectively tracks planned versus actual performance impacts across various metrics. This initiative is expected to enhance real-time reporting and provide valuable insights for continuous performance improvement.

Finally, in the realm of Reference Methods and Maturity Gates, PEARL launched ad-hoc activities that led to the development of updated Operating and Sub-Operating Environments for U-Space. A revision of the SESAR Performance Framework was initiated to incorporate emerging key performance areas from the new ATM Master Plan 2025, such as Passenger Experience. Continuous support was provided for the maturity gate process, ensuring that each project’s deliverables met the defined performance criteria. Furthermore, the project supported the ATM Master Plan Campaign by coordinating task forces that defined new performance ambitions extending to 2045.
PEARL has introduced several innovations that advance the state of the art in performance management and evaluation for air traffic management. One notable achievement is the establishment of a dedicated Community of Practice. This performance community not only facilitates training and knowledge sharing among research and innovation staff but also ensures the consistent application of advanced performance methodologies across diverse projects.
In addition, PEARL is pioneering a simulation-based interdependency analysis. By integrating simulations of multiple SESAR Solutions and employing sophisticated tools such as RNEST, the project can identify and assess the interdependencies between various solutions. This approach validates individual performance claims while also exploring broader network-level impacts, thereby enriching the insights feeding into the Performance Assessment Report.
Furthermore, PEARL has advanced the definition of operating and sub-operating environments for U-Space. This innovation further enhances the project's ability to predict, measure, and manage performance, not only in the ATM domain, but also extending to the U-Space world.
