Periodic Reporting for period 1 - AMPLE3 (SESAR3 ATM Master Planning and Monitoring)

Summary of the context and overall objectives of the project

The AMPLE3 project activities support the the S3JU and the delivery of Master Planning and Monitoring, in particular with deployment planning and annual monitoring activities and is instrumental for the following.
• Support S3JU in the preparation, organisation and running of the European ATM MP update campaign in 2023/2024 including the below
• Getting strong buy-in from both public and private decision-makers executing the European ATM MP inter alia by offering a broad-based industry partnership in the Project and by supporting wide Master Plan consultations
• Developing and maintaining, in connection with the network impact assessment results, the Strategic Deployment Objectives (SDO) for uptake of SESAR Solutions throughout the European network, which will be the basis for the SDOs
• Achieving comprehensive coverage of the deployment phase (i.e. industrialisation and implementation phases)
• Developing and maintaining related consolidated CBAs thus providing a main input to the SDOs for deployment planning and annual strategic monitoring activities
• Developing a Network performance impact assessment based on SDOs on future reference periods at ECAC level
• Consolidating and delivering thus the European ATM MP Strategic Deployment Planning, describing SESAR deployment for the short to medium term and include it in the latest European ATM Master Plan edition
• Consolidating and delivering the yearly Strategic Deployment Monitoring report, looking at the alignment of deployment execution in line with the European ATM MP vision. The annual Strategic Deployment Reports has been adjusted to the changes in the Master Planning and the creation of a new Master Plan
• Support the S3JU and the DES programme in continuous Content Integration (CI) that covers the entire set of information developed in accordance with the SESAR3 Common Taxonomy. This activity is performed via a set of CI services (Content Integration, Continuous Monitoring, change management, etc …) provided to the SESAR Solutions and S3JU
• Support the alignment of ICAO ASBUs with the evolution of the ATM MP

These objectives describe AMPLE3's support to the elaboration of the new European ATM Master Plan, published in December 2024, as well as the continuous support in strategic monitoring of its deployment, as well as providing Content Integration services for new R&I outputs, helping to structure and integrate into an overall European ATM architecture in line with the Master plan vision.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

During the reporting period which covers project start until end of 2024, AMPLE3 has implemented targeted actions and achieved significant milestones across its objectives

AMPLE3 provided methodologies for its deliverables, covering Content Integration (CI) services, the development of SDOs, the update of the consolidated CBAs, the development of the annual Strategic Deployment Monitoring reports, as well as significant inputs into the Master Plan update campaign

In the area of CI services, a new tool (ORBUS) has been introduced and comprehensive training of all SESAR Solution Projects has been conducted. In addition, a the project established a Community of Practice in collaboration with the S3JU. The CI services materialise as well through a continuous monitoring of SESAR Solution Projects and accompanying them alongside the S3JU in the review meetings. In the second half of the project, this will culminate in the review of the relevant architectural elements in the targeted Solution Maturity Gates under the chairmanship of the S3JU

The new SDOs have been developed from scratch to form an important input to the Master Plan update campaign, in which further contributions helped to finalise the SDOs as a new element for the deployment of the Master Plan. The SDO development were helped by another AMPLE3 WP by the creation of a consolidated CBA. In addition, an AMPLE3 WP looked into the options for supporting the SDO creation with state of the art simulation techniques

In terms of strategic monitoring, AMPLE3 has produced two annual Strategic Deployment Monitoring reports, supplemented by an innovative version related to the Master Plan, published at the same time at the end of 2024

Significant AMPLE3 effort and results materialised in the work package related to the support of the update campaign for the new Master Plan, then to be created. This process under the S3JU lead, which lasted for more than a year, comprised contributions to all areas and chapters of the new plan, development of new content like the SDOs, but also the support to the conducting of broad stakeholder consultations online and in workshops, e.g. on the suitability of the elements for the SDOs or on the willingness of the stakeholders to commit to future deployments. Moreover, a comprehensive Network Performance Impact Simulation and analysis has been conducted, to gauge e.g. the impact of the deployments on the available projected airspace capacity and the ability to match the traffic forecasted

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

AMPLE3 has introduced a number of innovations that go beyond the state of the art in master planning and monitoring.
- Under the work package leadership of EUROCONTROL, as a significant contributor to the project, a new tool (ORBUS) for maintaining the advancements of the European ATM architecture has been introduced to the benefit of the entire DES programme
- In the area of strategic deployment planning, AMPLE3 has prepared the new SDOs in advance of the Master Plan update campaign
- Moreover, for the Strategic Deployment Monitoring Report, a new approach has been developed and again adjusted to the structure of the new European ATM Master Plan, while delivering very relevant annual reports
- For the Master Plan update campaign, a new supporting role has been developed. Contributions at all levels and to all chapters of the new edition of the Master Plan were developed. And while Network impact simulations are being done on a regular basis, the new Master Plan required an innovative approach to simulate the Network performance impact and to come up with long-term performance results e.g. on capacity or ATCO productivity, created by the simulation
