Periodic Reporting for period 1 - NETWORK TBO (Network Trajectory Based Operations)

Resumen del contexto y de los objetivos generales del proyecto

The project covers all aspects of Trajectory management processes in support to Trajectory Based Operations (TBO) involving – but not limited to - Network actors. It covers both planning and execution phases while tactical ATC operations are covered only to address inter-ACCs coordination.

Three solutions are defined to cover this scope:
• Solution 1: TBO Planning and Impact on Execution. Taking as baseline FF-ICE/1 implementation in progress, this solution develop application for 4D trajectory synchronisation between AUs, NM and ASPs focusing on the planning phase and the transition to execution including the EPP data improvement.
• Solution 2: Strategic trajectory revision in execution and FF-ICE/2. This solution addresses trajectory management during the (strategic) execution phase, including a contribution to the development of the ICAO’s FF-ICE 2 TBO concept.
• Solution 3: Improve both ATC and network processes through synchronization of network and local trajectories .This solution addresses more specifically gate-to-gate data-driven trajectory prediction and conflict detection/resolution through the improved synchronisation of network and local trajectories.

NETWORK TBO develops requirements and validate procedures and workflows for all actors involved in trajectory management at Network level and consider various perspectives:
• NM perspective (flight plan & flow management)
• AU perspective {Flight Operation Centre (FOC) and cockpit}
• ANSP/airport perspectives (local flow management and ATC)

The project develops strong links with standardisation and implementation driven by the following objectives:
• Supporting an advanced step of FF-ICE/1 including the definition of non-mandatory services like the planning service.
• Supporting the development of ICAO standards related to FF-ICE/2
• Supporting iNM trajectory management requirements definition

Main achievements in the reporting period for the three solutions are:
• Initial OSED document delivered
• Submission of initial STAND and REG documents
• Validation roadmap defined and agreed with solution partners
• Prototype developments initiated


At project management level three deliverables were submitted and approved: Project Management Plan, Data Management Plan; Communications, Dissemination and Exploitation Plan.
The project undertook in the reporting period a strong communication and dissemination activity including very frequent linkedIn publications, the development and sharing of a video and the participation to important events or stakeholder groups. In particular the NETWORK TBO project team participated/contributed to the following events/groups:
• The Global TBO Symposium in June 2024.
• NM or SDM sub-groups and task forces dealing with FF-ICE, Airspace Management and ATC TBO interoperability.
• The ICAO ATMRPP working group.

The solutions 1 and 3 expect to achieve the TRL6 level of maturity at the end of the project allowing for a deployment preparation from 2026 onwards. In particular in solution 3 the topic EPP use in NM is part of CP1 regulation with a deadline in 2027.

The NETWORK TBO Solution 2 is providing a strong European contribution to the definition of FF-ICE Release 2

After deployment, the social impact will be a reduction of delay, lower costs for the Airspace Users, a better passenger experience, a better optimisation of the ATM Network and less impact on the environment.
