COMMON STANDARDS FOR SECURITY, PRIVACY AND COST OF THE SURVEILLANCE OF PUBLIC GATHERINGS

International Surveillance CoP Network (se abrirá en una nueva ventana)

The International Surveillance CoP network is set up (D4.1) during the kick-off meeting (alongside the project’s first steering committee meeting; Month 4). TRI is CoP facilitator, since they are currently already running multiple networks, EIF is CoP moderator during the meeting, while the Bulgarian police supports the network in practical terms.

Creation of an online visualization of the security-privacy-cost matrix (D8.2: month 20) specifically aimed at citizens, civil society and (non-)commercial organisers of events in public spaces, translated in the languages of the partners and freely circulated.

Final security-privacy-cost evaluation matrix (se abrirá en una nueva ventana)

TRI takes the lead in developing a preliminary version of the matrix (M3.1). Key components of security-, privacy- and cost-related aspects of surveillance are identified in T2.6. These parameters accurately capture the efficacy of security and surveillance practices, their privacy-friendliness and their costliness, with regard to both economic cost and their impacts on citizens, visitors to urban events and vulnerable groups. The security-privacy-cost evaluation matrix allows policy-makers, security professionals municipal administrations and event organisers to weigh improved security against the effects on privacy, economic cost and social impact.

Database of practical knowledge (se abrirá en una nueva ventana)

Needs and knowledge gaps among security professionals and citizens, with regard to applicable rights, surveillance practices and impacts on social and economic cost are stored in a database of “practical knowledge” (Internalproject report, in English, online; D6.1) which will then be used to develop awareness-raising programmes for surveillance professionals (T6.2-4) and citizens (T6.5-7).

The results of the tasks in WP2 will be summarised by TRI in a surveillance impact report (D2.1) highlighting how surveillance assemblages work “on the ground”, the effects surveillance has on the privacy of citizens and which socio-economic costs these assemblages engender.
