Summary of the context and overall objectives of the project

In an era where the security and resilience of European infrastructure face increasing threats—from cyber risks to environmental hazards—there is a growing need for advanced, reliable, and interoperable solutions that enhance situational awareness and decision-making. The UNICORN project addresses this challenge by leveraging Earth Observation (EO) technologies to deliver innovative, integrated services that support critical sectors, including security, emergency response, and infrastructure monitoring.
The project aligns with European strategic priorities, including the EU Space Programme, the European Green Deal, and the Digital Strategy, by ensuring that EO data are effectively operationalized to enhance risk management and decision-making.
UNICORN brings together a multidisciplinary consortium to:
• Bridge the gap between research and real-world applications by improving the usability, accessibility, and reliability of EO services.
• Enhance security and resilience across multiple domains, including disaster response, critical infrastructure protection, and cybersecurity.
• Foster innovation in Earth Observation and navigation technologies by integrating AI/ML, data fusion, and advanced analytics.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

By Month 18, the project has progressed in line with the Grant Agreement, completing all planned scientific and technical activities across the consortium. Foundational work established in WP1 has ensured effective coordination, monitoring, and quality assurance, enabling smooth implementation of all WPs. Core analytical and methodological activities under WP2 have been finalised, including the comprehensive review of existing systems, datasets, and operational practices, alongside the consolidation of user needs and technical requirements that now guide downstream development. Building on this, WP3 has advanced the design and initial implementation of the project’s modelling, processing, and analytical components, ensuring alignment with the defined use cases and stakeholder priorities. Pilot preparation and early validation steps have begun under WP4, supported by harmonised data workflows and preliminary testing of the developed methods. Overall, the project is technically on track, with a coherent scientific framework, consistent progress across tasks, and the necessary foundations in place for the forthcoming integration, demonstration, and full validation phases.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

By Month 18, the project has generated a set of substantive scientific and technical results that establish the basis for measurable impact in the second half of the implementation. The consolidation of user needs, system requirements, and baseline analyses has enabled the development of harmonised methodologies and prototype components that address concrete operational challenges across the selected use cases. Early modelling outputs, data processing pipelines, and pilot-level implementations demonstrate the feasibility and added value of the project’s approach, with initial validation activities indicating strong potential for improved forecasting accuracy, enhanced situational awareness, and more efficient decision-support workflows. These results position the project for meaningful contributions to risk management, environmental monitoring, and broader EO-enabled operational practices.

The anticipated impacts include improved uptake of advanced EO-based indicators and models by public authorities, service providers, and other stakeholders, as well as strengthened alignment with Copernicus, EuroGEO, and emerging European data governance frameworks. To ensure further uptake and long-term success, several enabling conditions have been identified: (i) continued engagement and iterative co-design with end users to guarantee operational fit; (ii) expanded demonstration activities across diverse operational environments to build trust and visibility; (iii) further research and refinement of models to ensure robustness and scalability; (iv) access to financial and market-support mechanisms to facilitate pre-operational deployment and commercialisation; (v) clear IPR and knowledge-management processes supporting exploitation; and (vi) alignment with regulatory and standardisation initiatives related to geospatial data, AI, and digital services. These elements will be essential to maximise the impact of the project’s technical achievements and support sustained adoption beyond the project duration.
