National Adaptation Hubs

Project description

National adaptation hubs: central link for multi-level governance of climate adaptation

In support of the EU Mission on Adaptation to Climate Change (EU Mission), the EU-funded AdaptationHubs project will establish and implement at least 27 national multilevel-governance adaptation hubs. These bi-directional bridges between the EU and regional/local level governance involved in the EU mission will foster the sharing of innovation in climate adaptation and support implementation of European Climate Law requirements. Furthermore, a robust twinning scheme of actors within and external to the EU Mission, including associate countries and countries beyond the EU, will further expand reach, supporting peer-to-peer learning, cross-fertilisation of ideas among those facing similar challenges, and dissemination of the Mission’s solutions to other regions and local authorities.

Objective

AdaptationHubs is a Coordination and support action which clearly and directly answers all the aspects and requirements of the HORIZON-MISS-2024-CLIMA-01-02 call for proposals. It will directly result in the establishment and implementation of at least 27 National Multilevel Governance Adaptation Hubs (by developing new structures or supporting existing ones) and a robust grouping and twinning scheme which will facilitate national, cross-border and EU-wide exchanges and cooperations. Additionally, the involvement of associate countries and countries beyond the EU will be ensured through a dedicated outreach programme. To achieve all of this, we have already identified and recruited 27 national expert organisations (National experts) which are directly responsible for or are closely linked to their respective national adaptation governances. These national experts have in turn identified existing structures which can be utilised or built on to achieve the expected project results as well as key stakeholders which must be involved in the overall process. This set-up and preparatory work will enable the AdaptationHubs project to hit the ground running and immediately focus on the task at hand without expending valuable time and resources on scouting and set-up, thus ensuring efficiency, speed and quality.

The AdaptationHubs project in numbers:
27 National Multilevel Governance Adaptation Hubs (NAHs) established and operational
135 working sessions of the NAHs held during the project’s duration
1 Central Support Facility set-up and operational
19 Peer-learning and capacity building activities between the NAHs implemented
1 Structural Grouping Scheme developed
54 Twinning activities implemented between regions and facilitated by the NAHs
1 Pilot EU twinning programme set-up and tested
4 EU twinning activities implemented with at least 16 total working sessions

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
